辽化公司化工物资采购流程管理研究

摘要
在世界经济活动中,国外先进企业早已意识到采购管理的重要性,他们利用先进的采购技术、科学的采购方法,给企业带来了很大的经济效益和利润,而在国内,对采购管理的研究还很薄弱。多年来辽化公司对原材料化工物资采购管理的方法陈旧,技术落后,体制僵化,评审不严等也严重损害了辽化公司的整体信誉,降低了产品的质量,流失了大量成本,给企业带来了极大的损失。因而本论文结合化工物资采购的特点,面向物资采购流程的每一环节加强管理,以增强企业的核心竞争力,给企业带来更大的经济效益和社会效益。
     论文以研究企业物资采购流程管理为主线,分五个层面进行阐述和论证。首先是对辽化公司化工物资采购管理现状进行实态诊断和分析,针对现有采购管理简单而粗放、随意而单调的特点,界定了论文的研究重点,确定了研究程序。其次论文从企业采购流程的一般模式出发,纵观企业采购流程发展阶段,借鉴西方先进的管理理论,总结国内企业发展的经验教训,确定适合中国特色的适合本企业特点的流程管理侧重点不同的采购流程分类管理模式。再次,论文用采购组合技术,对辽化化工采购物资进行了组合,得出小化工类物资即为低成本、低风险的策略型物资,添加剂、助剂类物资即为高成本、低风险的杠杆型物资,润滑油脂类物资即为低成本、高风险的关键型物资,催化剂类物资即为高成本、高风险的战略型物资,论文对组合物资进行了分析,提出了各类物资的流程管理侧重点。接下来,论文阐述了辽化公司化工采购物资新流程管理方案,提出了新流程管理的特点、保障措施,并对新流程管理进行了效益分析预测,最后得出了结论。
     本论文意义在于:此套采购流程管理办法同样适合于石油石化的其他企业,具有广阔的推广应用价值。
In the activity of world economy, advanced foreign enterprise have long ago understood the importance of purchasing management. They made use of advanced purchasing technique and scientific purchasing method to bring about huge economic benefit and profit, but the research on purchasing management is still weak in China. Over the past years, Liaoyang Chemical Fiber Corporation has an old method, backward technique and rigid system and no strict appraisal and checking for purchasing management of chemical materials as raw materials, which seriously impairs the entire credit of Liaoyang Chemical Fiber Corporation, lowers quality of product and loses a great deal of cost, and causes extremely great loss to enterprise. Therefore, combined with characteristics of chemical materials purchasing, the thesis faces each loop in materials purchasing process to strengthen management, so as to enhance the core competitiveness of enterprises and bring about greater economic benefit and social benefit to enterprises.
    With research on materials purchasing process management of enterprise as the main thread, the thesis elaborates and expounds in five aspects. Firstly, actual diagnosis and analysis are conducted to the current situation of chemical materials purchasing management of Liaoyang Chemical Fiber Corporation by taking into consideration the simple and crude, free and monotonous features of existing purchasing management to set the focus and the research procedure of this thesis. Secondly, starting from the common mode of enterprise purchasing process, the thesis takes a panoramic view of purchasing process development stage of enterprise, draws on advanced western management theory, summarizes the experiences and lessons from development of domestic enterprises, determine classified purchasing process management mode with different emphasis and subdividing supplied materials suited to characteristics of the enterprise with characteristics of China. After that, the thesis analyses the combined supply of materials and puts forward the stress on the managemant profit for various materials by using combination purchasing technique to combine the chemical materials purchasing by Liaoyang Chemical Fiber Corporation with determination of minor chemicals as low cost and low risk non-strategic materials,additives,agents as high cost,low risk and lever effect materials,tube oil and grease as low cost and high risk and critical materials and catalyst as high cost and strategic materials.Finally,the thesis describes the chemical materials purchasing process management scheme for Liaoyang Chemical Fiber Corporation and put forward the characteristics of the new process management,the measures to ensure the performance,the analysis on the economic benefits of the new process management,and draws the conclusion.
    The significance of the thesis is that this purchasing process management method is equally suited to other petrochemical enterprises and has the application value for wide promotion.
