推进中国廉政文化建设研究

摘要
廉政文化,就是以崇尚廉洁、鄙弃贪腐为价值取向,融价值理念、行为规范和社会风尚为一体,反映人们对廉洁政治和廉洁社会的总体认识、基本理念和精神追求,是社会主义先进文化的重要组成部分。十七大报告强调要坚持深化改革和创新体制,加强廉政文化建设,形成拒腐防变教育长效机制、反腐倡廉制度体系、权力运行监控机制。《建立健全惩治和预防腐败体系2008-2012年工作规划》也专门对廉政文化建设作出了部署。2010年中央发布了《关于加强廉政文化建设的意见》。这表明,廉政文化建设越来越受到党的重视,是多年来廉政文化建设实践推动的结果,是廉政文化产生的政策依据,为廉政文化的产生、发展和走向成熟奠定了基础,指明了方向。廉政文化建设是一项复杂的社会系统工程,是探索国家建设精神保障的一项重要课题。本文包括引言和结论在内共分为9个部分：
引言,主要阐述了论文的选题依据、研究现状、研究意义、创新之处等内容。
第一章廉政文化与廉政文化建设,主要阐述了廉政文化的内涵、特征与功能；廉政文化建设的内涵、内容、形式等。
第二章我国廉政文化建设的发展和现状,主要阐述我国廉政文化建设的历史进程、取得的成就和存在的问题。
第三章比较视野中的廉政文化建设,分析了我国传统廉政文化的内容和本质,提出继承和弘扬传统廉政文化；分析了国外廉政文化建设的内容,提出吸收和借鉴国外廉政文化建设的经验。
第四章推进我国廉政文化建设的重要性和紧迫性。
第五章推进我国廉政文化建设的目标,提出廉政文化建设目标设定的原则,分析廉政文化建设的目标体系。
第六章推进我国廉政文化建设的基本原则,包括坚持服务大局、统筹协调；坚持以人为本、注重教育；坚持突出重点、面向社会；坚持继承创新、与时俱进；坚持重在建设、务求实效；廉政文化建设要逐级递进、依次展开。
第七章推进我国廉政文化建设的对策与路径,提出转变观念,推动廉政文化建设的思维创新；加强制度建设,形成廉政文化建设的长效机制；丰富载体与手段,推进廉政文化社会化；培育公民社会,调动人民群众积极参与廉政文化建设。
结论对全文进行总结。

Chapter3 in Comparative Perspective Independent Culture, analyzed the content of our traditional culture and the nature of integrity, the Independent Commission Against proposed carry forward the traditional culture; of the foreign culture of clean content to it, absorb and learn from the experience of foreign culture of clean government.
Chapter4 advance our Integrity culture importance and urgency.
Chapter5 advance our goal of clean culture, clean culture put forward the principle of goal-setting, analysis Integrity culture target system.
Chapter6 advance our Integrity culture basic principles, including upholding task, co-ordination; adhere to people-centered, education; through focused, community-oriented; adhere to inheritance and innovation, advance with the times; insist on focusing on construction, to ensure effective; clean and integrity culture administration building should be step by step progression, and then click start.
Chapter7 advance our Integrity culture countermeasures and path, raised new ideas, and promote innovative thinking Integrity culture; strengthen the system of building a culture of clean long-term mechanism; rich carrier and means of promoting clean and integrity culture society; training civil society to mobilize people to actively participate in culture of clean government.
