东北地区保税物流网络构建与管理研究

摘要
本文分析了保税物流在东北地区经济中的重要地位和研究现状,明确了东北地区保税物流网络建设的必要性和可行性,分析了与保税物流网络相关的概念和理论研究领域。在此基础上,重点进行了以下几部分工作。
     研究了东北地区保税物流网络建设中的首要问题——节点城市选择问题。首先说明节点城市选择在保税物流建设中的重要性,并从东北地区经济发展现状和趋势,以及保税制度对于现代物流的具体要求出发,设定了选择节点城市的指标。在此基础上,采用人工神经网络方法进行保税物流网络节点城市选择。
     建立了用于东北地区保税物流网络线路安排问题的数学规划模型。该模型基于轴辐系统理论建立,以网络费用最低为优化目标。同时提出了用于求解该模型的智能优化算法——可变邻域遗传算法。设计了仿真实验对所提出的模型和算法加以验证。
     建立了东北地区保税物流网络运行绩效评价的指标体系。该指标体系从需求、供给、环境和成效几个方面对于保税物流网络进行衡量,是一个分层次的绩效指标体系。在绩效指标体系中既包括通常意义上的绩效评价中的经济绩效,也包括社会绩效,同时包含定性指标和定量指标。按照所建立的绩效指标体系进行评价属于综合评价问题,提出了一种用于保税物流绩效评价的改进层次分析法。
     东北地区保税物流网络的建设和管理是一个复杂的问题,既涉及到理论基础和实际操作方面的研究,也离不开政策层面的支持。为此提出了东北地区建设保税物流网络节点体系的管理模式、支持系统与发展对策。从组织、管理和政策层面提出了实施方法和发展对策。同时对于东北地区保税物流网络中的主要节点城市进行了功能设计。
The important role bonded logistics played in economics of northeastern China is analyzed, and the status of the research of bonded logistics is also described in this dissertation. After pointing out the possibility and the necessity of building bonded logistics in northeastern China, This dissertation has mainly carried on the following research.
     The theoretical basis and development development objective are illustrated at first. Building bonded logistics in Northeastern China is essential during the process of developing bonded system in Northeastern China, and also it is the materialization if modern logistics theories such as internatioanal logistics and regional logistics. The practical basises of of building bonded logistics in Northeastern China are listed, and then the main characterics and building principles of bonded logistics networks are summarized. Intimate analysises and predictions are made for the development of bonded logistics network in Northeastern China, both for the current status and for the future trendency.
     Node city selection is the primary problem to be solved when we are considering the building of bonded logistics network in Northeastern China. Firstly, the importance of node city selection is emphasized, and then the index system of node city selection is set up. The index system is set up according to the current economics development and the future economics direction of Northeastern China, and the requirements to modern logistics of bonded system. Artificial Neural Network is used as algorithm for bonded logistics network node city selection.
     Mathematical model of routing problem of bonded logistics network in Northeastern China is proposed. This mathematical model is built based on hub-and spoke theory, and the objective is to minimize the network cost. A kind of intelligent optimizaiton algorithm called varible neighborhood search genetic algorithm is designed for the problem. Simulation experiments are also designed to test the model and the algorithm subsequently.
     The index system of bonded logistics network in Northeastern China performance measurement is proposed in this dissertation. The index system index system is hierarchicalwhich consists of requirement, supply, environment and effects measurements. The indexes include economic performance measurements in usual meaning and the social performance measurements. The indexes are also can be considered as qualitative and quantitative. The performance measurement problem is a kind of comprehensive evaluation problem and a modified analytic hierarchy process is proposed.
     The building and management of bonded logistics network in Northeastern China are very complex, which deal with the research of theory and paractical operation. Policy support is also essential. The management mode, support system and developing strategies are proposed in this dissertation. These are the Implementing methods and developing strategies which considers organization, management and policy. Finally functional design of the primary node cities in Northeastern China is performanced.
