我国城市园林绿化管理的问题与建议
摘要
城市园林绿化水平的高低是城市文明程度的重要标志,现代化的城市园林绿化需要现代化的管理手段。随着城市化进程的逐步加快,城市规模的不断扩大以及城市功能的不断强化,城市园林绿化管理面临着越来越多的新课题。因此,城市园林绿化管理要本着建管并举,重在管理的原则,运用现代化的思维方式、市场化的手段和方法,科学文明依法管理城市园林绿化,建立先进的城市园林绿化管理模式,大力推进城市园林绿化管理的科学化、规范化和法制化,保证园林绿化作为城市的基础设施和社会共公事业的高效率运行。
本文将从当前我国城市园林绿化管理当中存在的现实问题入手,分析问题存在的原因,从而提出包括遵循城市园林绿化管理的基本程序与原则、科学运用城市园林绿化管理方法、规范城市园林绿化规划、建立现代管理体制、增强全民绿化意识、依法治绿等提高我国城市园林绿化管理水平的措施与建议。
Twenty-first Century is a rapidly growing age of the human society. With the improvement of living standard, the requisite for the material and cultural life of human being become increasingly high, the environmental requirement is the same here. By the experiences and lessons of urban development in Twenty Century, we realize that the equilibrium between urban development and urban ecology need to be requested, so as to seek for the urban sustainable development. Consequently, each country in the world pays more attention to shaping of urban environment, which conduce that all kinds of“Garden City”and“Ecologic City”come into existence on the times request. For the environmental requirement, not only the incensement of“quantity”in greening, but more important is to develop the quality of environment.
As an important component part of human inhabited environment, urban gardening and greening is the biggest one of factors in respect of influencing on urban ecologic environment, whose function is to crucially regulate urban ecologic environment and to be the“regulator”of urban ecologic equilibrium. Alsoa, it is the important place for leisure, entertainment and physical exercise for residents, and can turn into a carrier to the realization of human self-integrity as well as an assurance of the upgrade of life quality. The three principal points of city planning in Twenty-first Century set forward by City Planning Declaration in Twenty-first Century just are to solve three problems in point of“harmony”, i.e.“the harmony between humankind and nature”,“the harmony of time continuation”and“the social harmony between people and people”. Therefore, when proceeding to the construction of urban greening, we must correctly handle the relationships between humankind and nature as well as people and people, and take“global harmony”and“on basis of human”as the principles for the planning and construction of urban gardening and greeting.
