工业园区产业发展管理研究

摘要
改革开放以来,我国工业园区如雨后春笋般地在全国各地涌现。为使我国工业园区实现科学发展,本文运用产业经济、空间经济、产业集聚和产业发展管理理论,对工业园区产业发展管理中的问题进行了分析,提出了工业园区产业发展管理的理论和方法,并对苏州工业园区产业发展管理过程进行了分析。
1、指出工业园区产业形成是工业园区产业从无到有的过程,是工业园区所在地内外相关企业向工业园区集聚;对影响工业园区产业形成的因素进行了全面分析,找到了工业园区产业聚集的相关规律;依据工业园区产业形成的规律,提出了促进工业园区产业形成的主要政策措施。
2、指出工业园区产业结构优化是工业园区以主导产业为核心的产业协调发展,提出了将有条件的工业园区打造成产业集群来实现工业园区产业结构优化的合理性和可行性;提出通过产业集群识别确定工业园区的主导产业群,对各种产业集群识别的方法进行了分析评价;借鉴国外产业集群形成的经验,提出了我国工业园区产业结构优化应采取的政策。
3、指出工业园区产业结构升级的特殊性以及用集群升级实现工业园区产业结构升级的合理性和可行性;从全球价值链和地方价值链两个角度对工业园区产业的升级模式、方式及路径进行了分析,从经济措施和行政措施两个方面提出了工业园区产业结构升级的基本路径。
The industrial park is coming up all over the country since the reform and opening-up. The article uses the theories of the industry economy, the spatial economy, the industrial cluster and the industrial development to analyze the problems in the course of industry development administration in order to release scientific development. The paper puts forward the theory and methods of the industry administration of industrial park and analyzes the industry management experiences of Suzhou industrial park based on it.
Firstly, the article points out that the formation of the industry park is the course that the industry grows from nothing and the essence is the appropriate industry accumulates to the industrial park through industry transformation. The article also analyzes the factors which can influence the formation of the industrial park and the way it takes effect and finds the law of the agglomeration. In the end, the paper puts forward the policy and measure to attract the investment in the course of the formation of the industry park base on these laws.
Secondly, the article points out that the essence of the optimization of the industry park is the coordinated development of regional economy base on the core of the leading sector and the reasonability and feasibility to realize the industrial structure rationalization by transfer the industrial to the industrial cluster. The paper puts forward that we can choose the leading sector by the identification of the industry cluster and analyzes the contents of industrial clusters put forward by the former researchers, including the introduction and evaluation of the methods. In the end, the article puts forward the policy that can transfer the industrial park to the industrial cluster based on the experiences of the foreign country.
Thirdly, the article points out the specialty of the advancement of the industrial structure of the industrial park and dissertates the reasonability and feasibility of using the upgrade of the industrial cluster to make the industrial structure of the industrial park advanced. From the angle of the global value chain and local value chain, the paper elaborates the mode and method and the path of industrial cluster upgrade. In the end, the theme provides an idea the advancement of the industrial park industrial structure by putting forward the economic and administrational measures.
