刍议社会参与学校管理
摘要
社会参与学校管理由来已久，它既是一个古老的话题，又是一个全新的课题。说它古老，是因为从学校诞生起，社会参与就已存在，虽几经坎坷仍绵延不断；说它全新，是因为历经千百年，社会参与无论在深度上还是在广度上都今非昔比，需要我们重新审视与把握，从目前世界发展看，各国普遍加强了对学校管理的社会参与的重视程度。在法律法规上，明确了参与各方责权利；在政策扶持上，制订了鼓励性的举措；在管理组织上，健全了各级参与机构；在社会实践中，拓宽了各种参与途径。可以说，强化社会参与学校管理，已经成为时代发展的迫切要求。
Social involvement in school management has been in existence since time immemorial. It is no longer a novel subject for discussion as it has managed to survive and develop along with schools in spite of the setbacks it has experienced over the years. However, it is also an emerging subject demanding renewed understanding and judgement as social involvement today bears very little resemblance to its historical presence in terms of depth and scope.Besides, this particular type of arrangement has been given increasing attention by countries around the world. In terms of laws and regulations, there is definite understanding of liabilities, privileg es and benefits of participants; on the part of policy assistance,there is diversified stipulation of encouraging measur ements;on the part of management mechanisms;there is entensive enforcement of involved administrations ;in the period of social practice,there is initiative of participative approaches of all kinds. Therefore, it may well be said that enchancing social involvement in school management has become an urgent task.
