通信勘察设计项目管理研究

摘要
当今,无论是企事业单位还是政府机构都面临着严峻的竞争压力,几乎都在不断推出新产品、新技术、新工艺和各种改革措施。实际上任何创新和改革都是项目活动。由于这些任务具有一次性和独特性的共同特征,人们日益认识到采用常规的运行管理是难以应付的,必须组成专门的项目团队,采用项目管理的方法。因此,在企事业管理和政府机构中也同样出现了项目管理的强烈需求。
     本文从通信勘察设计这一行业以及项目管理的概念出发,对项目管理的知识体系框架及项目管理流程进行了描述,为进行通信勘察设计项目管理研究奠定了基础,提出了在通信勘察设计中实施项目管理的必要性。随后,就该行业特点及问题,从项目管理的知识领域全面地、有所侧重地对勘察设计项目管理进行了深入研究。
     首先,本文对通信勘察设计项目管理的环境进行了具体的探讨,提出了适合于通信勘察设计项目的机构组织结构。然后分析了勘察设计项目人力资源管理的特点、过程及工作重点。通信勘察设计项目在制定了明确、合理的目标后,进行了项目管理的范围管理分析。同时,对通信勘察设计项目所需要的资源种类和数量进行分析,进行了成本估算和成本控制的研究。
     通过全文论述,阐明了作者自己的具体观点、建议并得出结论,即从一个企业的实际情况出发,说明在通信勘察设计行业,为提高整体管理水平,适应现代经济发展要求,在管理中运用项目管理是一种行之有效的方法。
Nowadays, not only the enterprises but also the government organizations face austere competition pressure. Almost all of them recommend new productions, new techniques and new technologies constantly, and establish different kinds of reform measures. In fact all kinds of innovations or reform are project activities. These tasks have common characters of disposableness and unique peculiarity, so people recognize increasingly that it is difficult to deal with those activities using ordinary routine management, and that adopting project management after forming a special project group is very necessary. Thus, the management organizations of enterprises and government have the same strong requirements in the aspect of project management.
     The thesis starts with survey and design and concept of project management, and depicts knowledge areas framework and process group the project management, so a base is established for the research on project management of survey and design. The thesis puts forward the necessary that apply project management to survey and design. Then, according to the features and problems lying in trade, the thesis studies roundly and comprehensively survey and design from project management knowledge area.
     Firstly, the circumstance of survey and design is discussed concretely, and an organization structure that is fit for survey and design project is presented. the thesis analyzes the feature, process and main points of human resource management of project
     After establishing a clear and reasonable goal, a scope management analysis of project management would be made. At the same time, the type and number of resource demanded by project are analyzed, cost estimating and cost control are also studies in the thesis.
     Through the whole paper of brilliant exposition, to expound the author him self's concrete point of view, suggestion and draw a conclusion, proceed from the fact of the enterprise to explain how the coal power facilities survey and design enterprise, to improve the entirety management level, to suit the requirements of modern economic developments, through the products management to make the application of project management is a kind of effective measures。
