福建农业产业化龙头企业经营效率增长机理研究

摘要
农业产业化是农业经营体制的重大创新,是现代农业发展的方向,只有厘清农业产业化龙头企业经营效率变动的评价问题,才能更好地提出提升农业产业化龙头企业经营效率的相关政策建议及实施途径,并为福建省农业产业化龙头企业的跨越发展提供决策支持,同时对全国其它地区推进农业产业化龙头企业经营效率提升具有借鉴作用。
     本研究以现代农业产业化发展为研究背景,以农业产业化龙头企业经营效率增长机理为研究主题,以农业产业化发展可持续发展理论、系统分析理论、战略管理理论为理论基础,采用动态模型分析法、数据包络分析方法、随机前沿分析方法、时间序列分析法、C-D生产函数模型分析法、Panel Data模型分析法、不完全信息博弈分析法、重点调查法等,建立农业产业化龙头企业经营效率增长的内在动力机制模型、经营效率测度评价模型、带动农户效率变动评价模型、经营效率多视角动态分析模型、利益相关者博弈分析模型,综合利用实地调查数据与统计数据,对农业产业化龙头企业经营效率增长的动力机制的成因和提升农业产业化龙头企业经营效率的政策建议及实施途径进行较为深入的研究。研究的结果表明:
     (1)农业产业化龙头企业经营效率持续增长的动力在于:决策偏好、经济社会效益优化目标、技术效率、市场竞争压力、带动农户增收能力水平与经营模式差异、科技创新投入量及固定资产投入规模变动状态、与农户的利益联结紧密度、带动农户效率变动状态、政府财政税收扶持力度变动状态、农产品质量认证水平提升状态、社会化服务体系健全状态、农产品市场体系规范化制度化状态、企业融资能力变动状态等要素之间的相互促进关系。经营组织模式差异、科技创新与固定资产投入规模变动状态、与农户的利益联结紧密度、带动农户效率变动状态、政府财政税收扶持力度变动状态、农产品质量认证水平提升状态、社会化服务体系健全状态、农产品市场体系规范化制度化状态、企业融资能力变动状态等因素通过影响其它诸要素而改变农业产业化龙头企业经营效率持续增长的动力。
     (2)基于178家福建省农业产业化龙头企业的调查数据进行经营效率变动的测度评价分析表明,2006-2011年这178家农业产业化龙头企业的经营效率的平均值仅为0.264,还处于一个相对较低的水平,其主要原因是企业的经营规模偏小,在带动农户就业方面的能力较低。但这6年间企业的全要素生产率的平均值为1.081,且每一年都大于1,即每一年的经营效率都是呈现出上升趋势,6年间考虑科技进步因素后经营效率提升了8.1%。而经营效率提升的主要来源是企业自身综合效率的提升,提升幅度高达10.7%,其中由资源配置趋于合理所引发的纯技术效率促进企业经营效率提升7.5%,而由合理调整经营规模导致企业经营效率提升3.0%,可见,经营效率提升的主要来源于企业自身对于资源的合理配置和经营规模的调整上,而企业的科技创新能力还相对不足。
     (3)福建省农业产业化龙头企业的经营规模逐渐扩大,效益稳步提升,企业带动农户能力日益提升。2003-2010年间福建农业产业化龙头企业带动农户效率的低下主要是来自于人为因素(占效率损失的65.1%)。企业从业人员数、流动资本、固定资产原值和固定资产投资均对企业带动效率有显著影响,其中企业从业人员数和固定资产原值与带动效率成反比关系,流动资本投入和固定资产投资成正比关系。此外流动资本投入和固定资产投资对企业带动农户就业增收的影响程度相对较大。企业规模、科研开发力度和财政支持力度对企业带动农户效率成显著正相关关系,但金融支持力度无显著影响,其中企业规模对企业带动效率的影响最大。
     (4)C-D生产函数模型分析结论。福建省市级以上农业产业化龙头企业产值每半年由于技术进步而提升的比例为0.21%;福建省市级以上农业产业化龙头企业资本产出弹性为0.6099,劳动产出弹性为1.1115,属于规模报酬递增类型。
     不同类型福建农业产业化龙头企业,基于综合视角的资本与劳动产出弹性分别为0.2613和1.1382;基于特色产品视角的资本与劳动产出弹性分别为0.0735和1.2363;基于组织类型视角的资本与劳动产出弹性分别为7.8185和36.7592;基于经济类型视角的资本与劳动产出弹性分别为12.7086和1.8292;基于这4个视角分析的结果均表明属于规模报酬递增类型。
     (5)农业产业化龙头企业经营效率的利益相关者的博弈分析表明,要提高政府和农业行政管理部门积极鼓励农业产业化龙头企业发展农业产业化项目的概率,农业产业化龙头企业必须加大对农业产业化的资本投入;而如果需要政府和农业行政管理部门投入过多的资源来支持农业产业化项目,就会降低政府和农业行政管理部门对农业产业化扶持的积极性。要提高农业产业化龙头企业同意发展农业产业化项目的概率,政府和农业行政管理部门必须加大对农业产业化资源的投入,同时提高对农业产业化龙头企业同意发展农业产业化项目支持的积极性。
     (6)提升农业产业化龙头企业经营效率的政策建议及实施途径:扶持龙头企业做大做强,培育壮大农业产业集群;完善配套服务体系,优化农业产业发展环境;加大财政金融支持力度,促进龙头企业跨越发展;加强科技与经营创新,提升农业产业化发展水平;创新人才培养机制,培养高素质的专业人才。
Agricultural industrialization is one of great innovations on agricultural management system and is the orientation for the development of modern agriculture. Only making correct evaluations on the changes of the management efficiency for the agricultural industrialization leading enterprises can the better policy recommendations and implementation approach be made to promote the management efficiency of the agricultural industrialization leading enterprises and provide decision-making reference for Fujian agricultural industrialization leading enterprises to realize leap development. It's obvious that the research result will benefit other regions in China to promote the management efficiency of agricultural industrialization leading enterprises.
     The research is based on the development of modern agricultural industrialization and focuses on the rise mechanism of agricultural industrialization leading enterprises and is guided by the theory of sustainable development of agricultural industrialization, system theory, strategic management theory. Dynamic model analysis, data envelopment analysis, stochastic frontier analysis method, time series analysis, analysis of CD production function model, Panel Data Model analysis, incomplete information game analysis, the focus of investigation and other methods were employed to establish inherent rise dynamic mechanism model for the rise of management efficiency among agricultural industrialization leading enterprises, the evaluation model for the management efficiency of agricultural industrialization leading enterprises, the evaluation model to measure the efficiency changes of the agricultural industrialization leading enterprises to bring along farmers, multiple perspective dynamic analysis model to measure the management efficiency of agricultural industrialization leading enterprises, stakeholders Game Analysis model and field survey data and statistics were comprehensive utilized. In-depth research was made on the aspects of dynamic mechanisms to rise the management efficiency of agricultural industrialization leading enterprises and policy recommendations and implementation measures.. The study results indicate that:
     (1) The driving power for continued rise of management efficiency of agricultural industrialization leading enterprises comes from:decision-making preferences of agricultural industrialization leading enterprises, optimization objectives for economic and social benefits of agricultural industrialization leading enterprises, the technologic benefits, the market competition pressures for the agricultural industrialization leading enterprises, the ability to bring along farmers among agricultural industrialization leading enterprises, the difference in their management model, the input amount of scientific and technological innovation and the scale change of investment in fixed assets, the benefit relationship with farmers, the efficiency change trend on bringing along farmers, the changes status of government tax revenue relief, the status of quality promotion for agricultural products, the improvement of the establishment of social service system, the status of marketing system standardization for agricultural products and the change of financing ability of the enterprises and the interaction of all these elements.
     (2) Based on the research on178leading enterprises of agricultural industrialization in Fujian province, the average management efficiency is only0.264during2006-2011. In general, the management efficiency is relatively low. The main reason for low management efficiency is due to small-scale management and weak ability to create employment. Opportunities for the farmers.However, during this six years the average productivity of total factors is1.081, and total factor productivity of each year is greater than1. Each year's management efficiency presents a rising trend.
     Considering scientific and technological progress, the management efficiency increased by8.1%in these six years. The main reason for the rise of management efficiency is owing to the rise of enterprises efficiency. The overall efficiency rises by10.7%. Pure technical efficiency lead to7.5%increases in management efficiency by rational resource allocation.
     While reasonable adjustment of the management scale leads to3.0%increase on management efficiency. It is obvious that, management efficiency promotion is owing to rational allocation of resources and the adjustment of the management scale. However, leading enterprises are lack of technological innovation capability.
     (3) Agricultural industrialization leading enterprises in Fujian gradually expand their management scale with steady improvement their efficiency and raising the capacity of the enterprise to bring along the farmers. The efficiency of bring along farmers of agricultural industrialization leading enterprises in Fujian is low (65.1%of loss is caused by man-made factors). The number of enterprise employees, total wages, fixed assets at cost and investment in fixed assets of enterprises significantly effect on enterprises'driving efficiency. Driving efficiency is inversely proportional to the number of enterprise employees and fixed assets at cost and proportional to the investment in working capital and fixed-asset investment. In addition, the flow of capital and investment in fixed assets have relatively great influence on the enterprises to create employment opportunities for the farmers. Enterprises scale, research and development efforts and financial support have significantly effect on driving efficiency, while the financial support has no effect on the capabilities of enterprises to create more employment opportunities from the farmers. Enterprises scale, research and development efforts and financial support to farmers are positively related to enterprise driving efficiency. Among them, and enterprises scale has great effect on bring along farmers.
     (4) The conclusion of C-D production function model analysis:In Fujian province, the municipal agricultural industrialization leading enterprise value enhances its proportion by0.21%as a result of technological progress per six months; and its capital flexibility and labor flexibility is0.6099and1.111respectively; Fujian Province, municipal agricultural industrialization leading enterprises belong to the scale returns t increase type.
     In the view of different type of agricultural industrialization leading enterprises, the capital flexibility and labor flexibility of different types of agricultural industrialization leading enterprises in Fujian province is0.2613and1.1382respectively. And it is0.0735and1.2363respectively in the view of the products with special characteristics. and7.8185and36.7592respectively in the view of the organization type. It is12.7086and1.8292respectively in the view of economic types. All of agricultural industrialization leading enterprises at different type increase their scale returns.
     (5) The results of stockholders'competition analysis show that in order to gain more support from the governments and agricultural administrations, the agricultural industrialization leading enterprises should increase capital investment on agricultural industrialization. On the other hand, if overabundance resource investment is requested from the governments and agricultural administrative, their enthusiasm will reduce. To increase the willingness of the agricultural industrialization leading enterprises to carry out agricultural industrialization projects, government and agricultural administrative departments should increase resources investment for the development of agricultural industrialization to encourage agricultural industrialization leading enterprises to engage in agricultural industrialization projects.
     (6) Policy recommendations and implementation approaches to enhance the management efficiency of agricultural industrialization leading enterprises include the following:a) to support the leading enterprise and let them become more powerful to foster an industrial cluster. b) to perfect the supporting service system to optimize the development environment. for agricultural industrialization; c) to increase the fiscal and financial support for the leading enterprise to promote them greatly; d) to encourage the technological and management innovation to promote agricultural industrialization level; e) to perfect the mechanism for talents training to bring up a large amount of high-quality talents.
