奶牛规模经营中要素报酬率变化研究

摘要
奶牛养殖业是锡林浩特市畜牧业中极具发展潜力的优势产业。近年来,以草原畜牧业为主导产业的锡林浩特市,在奶业市场拉动以及生态移民等政策的作用下,奶牛养殖业呈现出良好的发展势头。
但目前当地不同规模养殖户的牛奶产量差异较大,奶农在生产经营中普遍面临着原奶收购价格低,奶农增收难;饲料价格昂贵,养殖成本增加;饲养水平低,生产资料配置不合理;资金短缺,周转不灵;疾病难以防治,奶牛经常生病、流产,防疫体系不健全等问题。要想提高锡林浩特市奶牛养殖业的竞争优势,就必须对这些问题进行科学的解答。其中增加奶农收入是解决所有问题的关键,也是关系到奶农切身利益的根本问题。劳动力人数、受教育程度、养殖经验、物质资本投入、奶牛头数等都是影响奶农收入的重要因素。因此必须要分析各投入生产要素与奶农奶款收入的规模报酬关系,测算要素报酬率,以合理配置生产要素,提高生产效率,实现奶农增收。
目前国际平均每头奶牛日产奶量为45公斤,而当地水平大约在25公斤左右,且不同规模养殖户之间的差异较大,与国际水平存在明显差距,牛奶产量有很大的提高潜力。本文主要分析奶牛规模经营中奶牛养殖头数、资本投入、劳动投入与奶款收入之间的规模报酬关系,测算各生产要素对奶款收入的报酬率,并分析其变化情况,探讨不同养殖规模下不同的生产要素配置方式,提出相关建议与对策,指导不同经营规模的奶农实现有效率的生产,提高牛奶产量,增加奶款收入。
Cow breeding is an advantage industry in Xilinhot’s livestock husbantry. In recent years, pulling by dairy market and ecological migration policies, the cow breeding has shown a favorable development momentum.
But there are some large differences of milk production between local raising households. Many problems confronted the raising households such as: difficulties in increasing incomes; high forage price; increasing breeding costs; low keeping levels; unreasonable allocation of production means; shortage of funds; unperfect epidemic prevention systems and so on. In order to enhance the competitive advantage of Xilinhot cow breeding, we must give scientific answers to the former questions. In all of them, increasing income is not only the key but also the vital issue to the raising households’interests. Labor force, education levels, farming experience, material capital inputs, the number of cows are all important factors which affected raising households’incomes. So it is necessary to analyze the scale operation relations between the factors milk income and measure elements return rate. In order to allocate production factors reasonably; increase productivity and increase incomes.
The international average daily milk yield of per cow is 45 kg, while the local level is about 25 kg. And there are differences between raising housholds. It’s obviously a large gap between the international level. So milk production has great increasing potential. This paper mainly analyze the scale-reward relations between milk income and labor input, education levels, the number of cows and material capital inputs, measure each production factor’s return rate, explore how to allocate the factors reasonably, make some relevant suggestions and measures in order to guide the raising households to achieve efficient production, improve milk production and increase milk revenue.

Cow breeding is an advantage industry in Xilinhot’s livestock husbantry. In recent years, pulling by dairy market and ecological migration policies, the cow breeding has shown a favorable development momentum.
But there are some large differences of milk production between local raising households. Many problems confronted the raising households such as: difficulties in increasing incomes; high forage price; increasing breeding costs; low keeping levels; unreasonable allocation of production means; shortage of funds; unperfect epidemic prevention systems and so on. In order to enhance the competitive advantage of Xilinhot cow breeding, we must give scientific answers to the former questions.
