配电管理地理信息系统设计与实现

摘要
配电管理地理信息系统(简称配电GIS系统)是济南供电公司为实现企业经营管理目标、提高企业管理水平而投资建设的管理信息系统。系统建设的主要目标为提高对配电生产管理的有效监管力度,建成以配电设备管理为基础的GIS图形平台,结合生产流程管理,为企业提供综合信息查询、资产管理、设备维护、运行管理等全方位应用功能的信息管理系统。
     本文采用面向对象的分析和设计方法,对配电管理地理信息系统进行了需求分析和系统设计,具体分析设计了设备台帐资料管理、图数结合的图纸管理、地理信息沿布和地理分析、配电运行管理、配电高级应用分析、外部系统接口等功能。
     本文分析了系统开发的背景和国内外电力企业管理信息系统的发展现状,简要描述了系统需要解决的主要问题,概要描述了系统的整体情况。对济南供电公司提出的建成以配电设备管理为基础的GIS图形平台,结合生产流程管理,为企业提供综合信息查询、资产管理、设备维护、运行管理等全方位应用功能的配电管理地理信息管理系统的管理需求进行了重点阐述。
     针对系统需求特点,在系统设计过程中分别给出了系统总体架构设计、应用架构设计、层次架构设计、功能架构设计等多方位的总体设计描述。在设备建模详细设计过程中,对模型设计的原则、模型所涉及到相关应用系统的接口、采用虚设备建模方式以及面向对象的设备建模过程所涉及到的设备属性、设备间的层次和拓扑关系、设备编码等方面进行了着重阐述;在设备台帐数据维护的方法上,对从地理图入手利用地理图来维护配电网设备的电气拓扑关系,以及从单线图入手利用单线图来维护配电网设备的电气拓扑关系这两种方案进行了分析比较,确定了以单线图管理为配电系统的主要表现形式,以地理信息系统为应用功能的集成界面的数据维护方式;单线图绘制方面,论述了采用图元为基本单位,对单线图进行编辑、维护和修改,以及单线图的逻辑分层、标注和编辑修改、流程管理,图形与设备数据关联等内容;地理图生成方面,对地理图形平台的选型、地理图的导入导出、地理图的修改、以及配电设备的地理沿布等方面进行了阐述。
     在系统具体实现中,对系统采用的实现平台进行了简要介绍,对设备台帐管理实现中涉及到的设备树描述器、数据视图描述器、表单描述器的实现过程以及设备台帐数据的查询统计的具体实现过程进行了阐述;单线图的具体实现中,对图元编辑器、单线图编辑器、图元与数据的关联、单线图的浏览查询以及以单线图为基础的数据统计分析的具体实现过程进行了阐述;地理图的具体实现中,对地理图应用环境的搭建,地理数据的整理、分析、导入、生成进行了描述,对地理图编辑器的具体实现、设备信息的地理沿布、地理图的浏览查询、负荷密度分析和gps定位等地理图应用进行了详细阐述。
     本文的最后对所有工作进行了总结,对系统的总体完成情况进行了客观的评价,指出了本项目从供电企业配电生产管理的实际出发,结合配电生产管理的特点,达到了图形和设备数据相结合的配电地理信息管理系统的建设目标,在济南供电公司得到了广泛应用,并且获得了2006年山东省计算机应用优秀成果三等奖、山东电力科学技术三等奖。同时,指出了系统下一步完善的努力方向,并对下一步的流程互通、数据共享,实现配电生产的全过程管理,建设供电企业生产一体化管理平台等高级应用方向进行了展望。

    This article uses the object-oriented analysis and the design method, has carried on the demand analysis and the system design to the power distribution management geographic information system, the concrete analysis has designed the table of equipment account material management, the graph and data association blueprint management, the geography information along functions and so on cloth and geography analysis, power distribution movement management, power distribution high-level applied analysis, external system connection.
    This article has analyzed the system development background and the domestic and foreign electric power business management information system development present situation, briefly described the main question which the system needed to solve, the outline described the system overall situation. Completion proposed which to Jinan Electric power company take switching equipment management as foundation GIS graph platform, in coor with progress of production flow management, provided the synthesis information inquiry, the property management, the maintenance of equipment, the movement management for the enterprise and so on the omni-directional application function power distribution management geography information management system management demand has carried on the key elaboration.
    In view of the system demand characteristic, has given the system overall construction design, the application construction design, the level construction design, the function construction design separately in the system design process and so on the multi-position system design description. In the equipment modelling detailed design process, to the model design principle, the model involved to the correlation application system connection, uses equipment aspects and so on between attribute, equipment level and analysis situs relations, equipment code which the empty equipment modelling way as well as the object-oriented equipment modelling process involved carries on elaborated emphatically; In the table of equipment account data maintenance method, to maintains the distribution network equipment from living map obtaining using the living map the electrical analysis situs relations, as well as maintained the distribution network equipment from line diagram obtaining using the line diagram the electrical analysis situs to relate these two kind of plans to carry on the analysis comparison, has determined take the line diagram management as the electrical power distribution system main manifestation, take geographic information

    This article finally has carried on the summary to all work, completed the situation to the system overall to carry on the objective appraisal, had pointed out this project embarked from the power supply enterprise power distribution production management reality, the union power distribution production management characteristic, had achieved the graph and the equipment data unified the power distribution geography information management system construction goal, obtained the widespread application in Jinan Electric power company, and has obtained in 2006 the Shandong Province computer application outstanding achievement third prize, the Shandong electric power science and technology third prize. At the same time, had pointed out the system next step perfect diligently direction, and to the next step flow intercommunication, data sharing, realized the power distribution production entire process management, the construction power supply enterprise produces the integration to manage the platform and so on the high-level application direction to carry on the forecast.
