票据系统网络构建及功能设计

摘要
本文阐述了辽宁省财政厅“票据管理系统”的方案设计和实现手段。针对目前票据业务的管理水平,提出了先建设各级票据管理部门网络体系,再研制票据业务功能设计的研究方向,从而全面实现辽宁省票据管理信息化。
    辽宁省票据管理部门共分五级,本文依据网络系统建立原则,在各主管级部门建立局域网络,不同业务部门按业务内容、人员权限共享服务器数据库。按照系统约定,定期通过路由器与上级管理部门传递数据。同时为保证网络的实时性、可靠性,采用了前台监控和后台监控两种自定义监测系统。
     网络化的建立是信息化管理的硬件环境,解决辽宁省财政票据业务信息化管理的关键是软件功能设计。为了设计科学合理的系统功能,本文详细分析了票据管理方式、业务流程和业务类型等相关内容,参照具有可维护循环软件的设计方法,提出了一套采用分级编码、共享数据库的设计方案,并将模块化和优化设计技术应用到设计中,研制开发了以“简化业务类型,细化业务内容”为导向的管理信息系统。该方案不仅能很好地降低软件的复杂程度,而且增加了系统的可靠性。
    本文研制的管理信息系统,解决了票据管理业务中许多技术难点, 因其设计起点高,通用性强,适合各级财政票据部门使用。与国内同类产品相比,具有先进性和创新性,如多级编码、表单自适应、动态查询等功能,目前该软件已经在两个省推广使用,并创造了良好的经济价值。
We introduce the design and the method of bill system, which is for Liaoning Finance. With the bill management lever, firstly we need to construct the network, secondly develop bill system function, then the bill management information is achieved fully.
    There are five levers in the bill management department. According to the rule of network construction, LAN is adopted in the charging department. Different departments and operators share the database for the responsibilities. The server is data storing center and each LAN is linked by routers. Other clients swap data by router or LAN. Each lever is not only independent but also can communicate with others. At the same time, installing foreground and background monitor in order to ensure network security.
    Network is only the necessary condition, the key of the information management is the function design. In this thesis, the method of bill management, bill process, bill type are introduced. According to the skill of the software maintaining, coding design and sharing database are established. Model design and optimal design are used in it. This method is efficient to simplify bill category and sub-divide bill content, it also can strengthen system reliability during operating transaction.
    This information management solves many technology problems by using the procedure optimizing. This system is much better than others. For a high lever and good compatibility, it can fit all kinds of bill management departments. Compared with other bill systems in China, it has advanced and creative. It was used in two provinces, gaining certain economic value.
