飞来峡发电厂资产管理系统的功能设计

摘要
飞来峡发电厂是广东最大的水力发电厂之一,随着“厂网分家、竞价上网”的电力改革和电厂企业化改制的发展要求,飞来峡发电厂必须采用国际上先进的管理方法来提高自己。
     本文首先分析了飞来峡发电厂运行十年来在管理中存在的问题,指出资产管理信息系统是一套以先进维护理论为基础的集成化信息系统,能以较低的运行维护成本提高设备可利用率和企业经济效益,提高企业在未来电力市场的竞争能力,非常适合飞来峡发电厂的未来发展。然后,本文对EAM系统进行总体设计,包括设计的目标与原则,并对系统所需功能进行了相应的功能需求分析,在此基础之上,以规范电厂运行维护管理、整理和优化业务流程、降低企业维护成本、满足企业维护需求为基本目标,对EAM系统进行了详细的设计,该系统包括设备信息管理、设备维护管理、工单管理、安全管理、运行管理、库存管理、采购管理等七个工作模块,系统主要围绕各模块的功能和业务流程进行设计,并重点研究了各功能模块之间的业务集成、知识化管理和维护工作的成本分析与控制。最后,论文对EAM系统与外部生产管理系统中的财务管理系统、人力资源管理系统、点检数据采集系统和计算机监控系统之间的接口方案进行了设计。
Feilaixia power plant is one of the largest hydraulic power plants in Guangdong province. In accordance with the requirements set by the power market reform concerning the price competition system and separating the power plant from dispatching bureau, Feilaixia power plant must adopt advanced international management methods.
     First, summed up decades of operating experience and existing problems of the management, Feilaixia power plant, as an asset-intensive enterprise, should establish Enterprise Asset Management(EAM) equipped with the digital management and knowledge management with a view to enhance the overall management and improve its competitiveness in the future power market. EAM is an integrated information system based on an advanced theory for the basic maintenance, which increase equipment availability and economic profits with lower operation cost. This paper is designated to discuss the necessity for Feilaixia power plants to introduce EAM system. Then,with a view to regulate the operation and maintenance management of the power plant, reorganize and optimize the business process, the functions and business process in seven work modules in EAM system are designed including equipment information management, equipment maintenance management, work order management , security management, operation management, inventory management, procurement management. Finally, the connections between all the functional modules as well as financial management system, human resources management system, Inspection data acquisition system and computer monitoring system interface between the programs in and outside the system.
