公路货运资源合理配置理论研究

摘要
公路货运资源合理配置是以其理论为基础，以货运资源的调查资料
和公路货运的发展前景为依据，探索合理配置的方法。本文着重对公路
货运资源的合理配置理论、调查方式以及合理配置方法进行了研究。
本文把公路货运资源作为一个动态平衡系统来研究，通过对该系统
各基本要素及其关系的探讨，确定了各要素之间的五种平衡关系。公路
货运资源的合理配置就是要平衡好这五种关系。
关于调查方式，根据市场经济体制下对调查数据的“快、精、准”
的要求，分析了抽样调查方式和传统的全面报表统计方式的优缺点，提
出应建立一个以必要的周期性普查为基础，以经常性的抽样调查为主
体，同时辅以重点调查、典型调查、科学推算和有限的全面报表综合运
用的统计调查方法体系。
本文最后，提出了几个公路货运资源合理配置的方法：合理发展
运力、有效利用公路货运线路资源、建立完善的公路货运信息网。
The reasonable distribution of highway freight resources, on the base of
it's theory, explores methods of the reasonable distribution on evidence of the
investigated data of highway freight resources and the development prospect
of the highway freight. The paper placed special emphasis on the studies of
the theoiy the investigating ways and the methods of the reasonable
distribution.
The paper looked on the highway freight resources as a dynamical
balance system. Bye means of the discussion of the system key elements
and their relations, five balance relations among the key elements were
verified. The reasonable distribution of highway freight resources is going to
balance the five relations properly.
About the investigating ways, according to the market economic
system demand of investigated data uick, precis, accurate? it analysed the
advantages and faults of the sampling investigation and traditional all-around
counting reporting forms, put forward a suggestion that this kind of a system
should be build that has periodical general investigation as it basis, has
frequent sampling investigation as it body, and with the assistance of
emphasis investigation ,typical investigation ,scientific deduce and limited
all-around counting reporting forms.
At last, the paper presented some methods of the reasonable distribution
of highway freight resources, including of reasonable developing transport
force efficiently making use of highway freight road resources, and
establishing a highway freight information net.
