诸城农村信息化现状及发展对策研究

摘要
随着信息时代的到来,在社会生活的各个领域无不表现出信息技术的重要作用,特别是以计算机、互联网和数据库技术为代表的信息技术已成为推动经济发展和社会进步的强大动力。现阶段我国进行的新农村建设中信息技术作为一种重要的战略资源,它对促进农村经济发展和提高农民收入,加快农业现代化,推动农村城市化进程有着重要深远的意义。
当前诸城农村信息化建设进程中的制约因素还很多,原有的农村信息化运行模式亟待进行创新和改进。由于农村信息化建设本身具有后发优势,因此,农村信息化的推进完全可以从一站式开始建设,实现信息资源的整合服务和应用的整合创新。农村信息化是农业现代化的一个重要组成部分,是建设社会主义新农村和发展现代农业的重要推动力,为做好诸城广大农村与信息化大市场的衔接,加强信息发布,搞好信息服务,加快农村信息化建设势在必行。
本文通过参考大量的科技文献以及实地调查研究,分析了诸城农村信息化建设的现状、问题点及其原因,探索一条信息化建设的创新之路。从各乡镇信息化建设的数据材料中,主要掌握了诸城农村信息化建设中基础设施建设的现况、目前农村信息化服务的模式、农村信息化人才队伍的建设,以及各涉农部门对农村信息化建设和发展的推进力度等；通过实地访谈的方法,了解了农民信息获取的途径和应用信息方面的能力,以及诸城目前所实施的农村信息化服务模式中信息资源的有效利用率等方面,通过分析研究发现了推进农村信息化建设和发展的道路上所出现的滞后问题,参考其他发达国家和地区在推行农村信息化建设和发展方面所进行的方案与经验,同时参考农村信息化专家们的理论研究,探索了一条诸城农村信息化建设的对策方案。
With the arrival of the information era, Information technology plays an important role in all the fields of our social life,especially the information technology(IT)represented by computer, internet and data base technology has become a strong power to drive economic growth and social progress. IT is one kind of important strategy resources in the new rural construction that our country is carrying our at the present stage.It has an important and far-reaching significance to drive the development of rural economic and improvement of farmers' income, accelerate agricultural modernization, drive the process of urbanization in rural areas.
The rural informationization in Zhucheng city is restricted by many factors, so that the original rural information working pattern requires revolution and improvement urgently.Because the informationization itself has the reserve advantage, the advance of it can start with the building of one station and then realize the integrated service of information resources and the integrated revolution of application. The rural informationization is an important component of agricultural modernization.It is also a motive force to build new rural area of socialism and develop modern agriculture.It is so imperative to accelerate rural information in order to link up the countryside of Zhucheng city and big information marketplaces,enhance information announcement,do well in information service.
This article,refence to a lot of scientific literature and on-the-spot investigations analyzes the construction situation, problems and reasons of rural informationnization in zhucheng,explores a new way of informationization.It grasps the present situation of infrastructure construction, current status of rural information service mode, the personnel construction in rural informationization and efforts to promote the development of informationization from agriculture sectors. Through the method of on-the-spot investigations, it knows farmers'ways of information acquisition and application ability and the effective utilization of information resources of the present rural information service in Zhucheng city,etc.It finds some lag problems in the process of informationization through analyze and research. It explores a set of strategies and programs of informationization in Zhucheng city consulting some experience and programs in pushing the informationization from other developing countries and areas,as well as theories and researches of other experts.
