武汉城市圈环境金融体系的构建研究

摘要
随着人类的进步和经济的快速发展,环境保护问题已经迫在眉睫并得到国际社会的广泛关注。中国作为一个发展中的大国,既面临着新的发展机遇,也面临着资源过度消耗的巨大压力。自建国以来长期坚持的粗放型经济发展模式,使得我国的环境问题在短期内得以集中爆发。环境污染、资源浪费等现象如不能得到有效遏制将严重阻碍我国的可持续发展。
金融作为现代经济发展的核心领域,在推动经济发展方式转变的过程中将扮演关键角色。因此,金融与环境保护相结合衍生出的环境金融理论正是解决此类问题的重要依据。作为国家可持续发展战略和实现“两型社会”发展目标的关键区域,武汉城市圈担负着解决环境保护与经济增长相互协调发展的重大社会课题。
本文以此为出发点,研究内容包括：以武汉城市圈为背景,以环境保护为前提,从系统化、整体化的角度提出为什么要在该区域内构建环境金融体系、构建该体系的必要性以及如何从总体上进行规划这三个方面进行探讨。本文的研究顺序包括：第一章是绪论,主要包括选题背景及意义、研究方法和思路、研究内容和创新点；第二章是对环境金融及环境金融体系的界定,明确其与现代金融服务体系的区别,并对构建环境金融体系的要素做了概括说明；第三章从国际经验角度分析了环境金融的发展历程,主要从发达国家的金融市场角度和跨国合作组织两方面来论述；第四章针对武汉城市圈在经济、环境、政策法规等方面的现状做出具体分析；第五章从博弈论的角度对构建环境金融体系的必要性进行论证；第六章是以“两型社会”为标准在武汉城市圈构建环境金融体系的建议；第七章是在前文分析的基础上对本文做出简要总结。
本文的主要观点包括：环境金融是现阶段实现金融促进环保的重要理论依据,在此基础上以区域为背景构建的环境金融体系是实践环境保护与经济发展相协调的重要载体。因此,本文以武汉城市圈为区域背景构建环境金融体系,不仅是缓解环境保护与经济发展相互矛盾的重要途径,也是对实现“两型社会”目标的积极推动。具体来说,该体系的构建必须以政府为龙头,强调政府的带动和规范作用；同时,调动金融机构的参与热情,实现金融资源的合理配置,以经济资源为条件约束各企业的融资行为,促使其实现生产过程的节能环保。
Along with the rapid economic progression and human development, environmental problems have become an important issue that attracts greater attention. China is still a developing country with few resources and a great amount of people, and it's in the process of urbanization and globalization, which present not only the opportunities of development, but also challenges, especially in the sense of environment and natural resources. It is inevitable to acknowledge the fact that we are facing tremendous conflict between rapid economic development and scarcer natural resources, not to mention the increasing challenging pollution issues.
As the core field of modern economy, finance plays a key role in the progress of changing the economic growth mode to achieve sustainable development. The integration of modern finance and sustainable development theory turn out environment finance, which is important to solve above mentioned conflict. As a national strategy for sustainable development and implementation of "Two-oriented society" development goals, Wuhan urban agglomeration take on the solution of environmental protection and economic growth with the development of the major social issue.
Based on the "Two-oriented society" development of Wuhan urban agglomeration, this paper explore the following issues:Chapter one is the introduction, summarizing this paper's research background, intention, research method and pathroad. Chapter two summaries the conception of environmental finance and environmental finance system, with the differentiation of traditional financial system, and do a generalize elucidation to the main factor that sets up environment financial system. Chapter three further focuses on analyzed environment finance from the international experience angle of development process, main organized both side to discuss from financial market angle and international cooperation of flourishing nation. Chapter four aim at Wuhan urban agglomeration analysis in the present condition of economy, environment, and policy laws...etc. Chapter five talks about from the game of the angle carry on argument to the necessity that sets up environment financial system. Chapter six is to take "Two-oriented society" as standard in the suggestion that set up environment financial system of turn in force Seoul, mainly join the government a mansion to guide, the financing institution arouse and the business enterprise participate in 3 to take into to go into detail. Chapter seven is fore the text analyzes of the foundation top to do a synopsis summary to this paper.
The paper's main standpoint includes:The environment financial theory carries out currently the finance promotes environmental protection of important theory basis, on this foundation the environment that takes district as background to set up the financial system is to practice environmental protection and economy development mutually harmonious of the importance carry a body. Therefore, this paper takes Wuhan urban agglomeration as district background to set up environment financial system, not only is to alleviate environmental protection and economy to develop conflicting important path, but also is to the aggressive push that carries out "Two-oriented society" target. Delicately, the setting up of system has to take government as group leader and emphasize government of arouse function and norm function; At the same time, participation of the transfer financing institution is in fact passionate, carry out the reasonable allocation of financial resources, take into stipulation to the margin behavior of each business enterprise by economic resources, urge to produce the environmental protection of conducting the process to turn now.
