我国政府采购存在的问题及应对方法

摘要
政府采购是一种一项制度,适用于对公共采购工作进行的管理,是一种政府行为,它形成于一系列的长期的政府采购实践中,是运用一系列的惯例和法律对采购工作实行管理的总称。它是指各级的团体组织、国家机关和事业单位等部门,依照法律规定,对在集中采购目录之中的或者是在限额标准之上的服务、工程以及货物,利用财政性质的资金来完成采购工作的行为。政府采购制度是一个总称,其包括采购的管理、过程、程序以及政策等等,而不仅仅是具体的采购的过程。由于政府采购的主要对象是政府,这对于一个国家来说,是最大的相对单一的消费者,因此具有很大的购买能力。根据资料统计,自20世纪90年代以来,美国政府每年都对政府采购有2000多亿元的预算经费,其在服务和货物上的采购金额在它的国内生产总值中有着26%—27%的比重,欧洲共同体中的各个国家中,政府采购的数目大概能够占据其国内的生产总值的14%,其中还未将公共事业不部门的采购数目计入。详细地讲,政府采购的制度应该涵盖以下的几个方面：首先,是政府的有关于采购工作方面的政策,如采购的原则以及目标；其次,政府进行采购工作的程序以及方式；再次,对政府的采购工作进行管理和组织。由于政府采购具有如此大的购买力,所以政府采购在很大程度上会对社会经济发生作用,采购本身结构的变动会对大众的生活环境、社会经济的发张情况和产业结构等等方面产生很显著的作用,采购的规模的缩小或者扩大。各国政府经常利用政府采购的这些影响进行宏观调控,并成为现在的一种使用频率很高的方法。
本文将提供一些理论依据,以便于政府在行政上的效率提升和阳光政府的建设。将政府采购和采购制度的含义作为着手点,运用比较分析法以及例证等方法,将政府采购的采购方式、特点和原则介绍出来,重点对现在我国的政府进行采购工作时出现的矛盾以及解决方法进行剖析,找出可以用于实际的具有借鉴意义的措施。

Government procurement not only refers to the specific procurement procedures, and procurement policy, procurement, purchasing and procurement management collectively, is a system of management of public procurement, is an act of Government. Government procurement system is formed in the long term in government procurement practices to manage government procurement act collectively a series of laws and practices. Government procurement is the main body of the Government, is one of the country's largest single consumer purchasing power is very large. According to statistics, the EU governments purchase amount around14%per cent of its gross domestic product (not including public sector procurement); the United States Government for procurement of goods and services annually in the early1990of the20th century-26%per cent of its gross domestic product, every year there are more than200billion dollars in government budgets for government procurement. Because of this, government procurement has a very large impact on the socio-economic, purchasing the expansion of the scale or zoom out, procurement changes in the structure of the socio-economic status, and the general public on living environment of the industrial structure has a very obvious effect.
Precisely because the Government procurement has other subjects of purchasing an irreplaceable for socio-economic impact, it has become the Governments frequently used a means of macroeconomic adjustment. Start with the meaning of articles from the Government purchasing and procurement systems, by describing the characteristics, principles of public procurement and the procurement model, example, a comparative analysis of methods, focusing on the analysis of the current problems faced by our Government procurement practice, focused on the issues raised by some reference measures aimed at improving administrative efficiency, the establishment of Government.
本文将提供一些理论依据,以便于政府在行政上的效率提升和阳光政府的建设。将政府采购和采购制度的含义作为着手点,运用比较分析法以及例证等方法,将政府采购的采购方式、特点和原则介绍出来,重点对现在我国的政府进行采购工作时出现的矛盾以及解决方法进行剖析,找出可以用于实际的具有借鉴意义的措施。
