电力生产MIS管理系统的实现和应用

摘要
在经济全球化和网络经济的大背景下,国家电网公司高度重视信息化的发展,将信息化战略纳入国家电网公司发展战略的重要组成部分。坚持以信息化推动生产自动化和管理现代化,建设数字化电网和信息化企业。国家电网公司通过“SG186工程”的实施,建成集成的一体化企业级信息系统。为了贯彻国家电网“SG186工程”中的1,即一个统一的数据平台,作为县局供电企业,最主要的任务就是能够把生产数据进行梳理、统一,业务进行规范,能为GIS和EPR系统提供统一的生产基础数据。
     本文首先对台州的电力生产管理的现状进行了介绍,并以椒江供电局为背景,对椒江供电局的生产MIS老系统的弊端以及存在的问题进行了分析,阐述了新版MIS系统实施的重要性和必要性;然后对新版生产MIS系统的业务模块进行了需求分析。从功能设计,数据库设计和安全性设计等几个方面进行了系统设计研究。并采用C/S与B/S模式相结合的方式进行系统架构。对升级过程中遇到的历史数据的迁移以及电网数据整理问题和难点,提出了对策和解决方法。
     本文构建了一套按照浙江省县局生产MIS管理规范的生产MIS管理系统。着重阐述了工作流在生产MIS系统的应用和实现,并对系统中变电设备缺陷管理实现展开了描述。最后本文还对生产MIS系统与省局短信网关接口调用以及市局GIS系统的的数据的互通共享提出了解决办法。本文的研究方向并不局限于MIS系统的应用和实施,对于电力行业的其他的信息项目的实施也有着借鉴意义。
In the background of the improvement of economic globalization and the increase of the web-based economy, the National Grid Corporation puts great emphasis upon the development of information technology and take the information promotion the important part of the company strategy, besides also dose the National Grid Corporation believe the enhancement the information industry could put forward the process of the product automation and management intelligent. After the implementation of "SG186" project, an integrated enterprise-class incorporate information system was founded. To fulfill the idea the "SG186 " project as ONE unified data platform, as the county power supply enterprise, the most important task is provide the classified and integrated production basic data for the EPR and the GIS system.
     In this article, the current management situation of Taizhou Power Production is described. The shorts and problems of the old-version MIS system is analysed, which is running in the Jiaojiang Power. The importance and the necessity of the new-version MIS system are mentioned, and the system requirements are also introduced. On ground of the function model definition, database design and the security consideration, a system design is studied. A combined C/S-B/S mode system framework is built. A method is handed out to solute the troubles and difficulties to migrate the old data in the updating process .
     The development of a MIS management system is illustrated which is complied with the regulation of Zhejiang Power Plant Company. The application and fulfillment of the workflow technique are mainly stressed upon , and the implementation of the substation equipment defect management system.is described extensively. Finally, a solution is handled out which calls the interface of the SMS system gateway from the MIS system and exchange and shares data of the GIS system in Taizhou Power Bureau. The study direction of this article is not confined to the application and implementation of the MIS system, it also could be referred by the power industry in their implementation of the other types of projects.
