中国智能交通产业化基地发展模式研究

摘要
ITS产业是新型交通运输装备业,是现代高新技术的集成产业,具有科技含量高、产业带动性强的特征,是我国正在发展中的一项新兴产业。本论文以ITS产业化基地建设的理论和实践为研究对象,从ITS产业的性质、地位、发展前景、现状分析、发展模式选择、发展目标、区位选择、组织模式、运行机制诸方面进行深入、系统的研究,构建了中国ITS产业化基地发展模式的新体系,旨在促进我国ITS产业发挥后发优势,实现跨越式发展。
     首先,论文系统研究了国外ITS产业及产业化基地发展的现状,概括了国外ITS产业化发展的两种推动模式,分析了中国发展ITS的基础条件、管理、技术、政策等方面的状况,提炼了国外ITS产业发展思路和模式、ITS技术、国家政策及其推进措施等方面可供我国借鉴的经验。
     其次,对产业化基地的内涵、发展模式选择进行了研究。指出ITS产业化基地是属于高新技术开发区的一种组织模式,是以龙头创新研究机构和企业为依托,在空间和地域上集中的ITS高技术企业、研究院所的集合,是全国同行业的高新技术产业化的龙头和基地。论文构建了中国ITS产业化基地“产业化应用研究机构+企业+大学+政府”的新型R&D模式,给出其具备的ITS技术与产品研发的先导、创业企业孵化、行业技术标准制定、行业规划与协调、知识共享与人才培训等五大功能;提出了将基地建设成为ITS产业多功能孵化中心、培训中心和产品生产中心,建设成为国内一流、国际知名的ITS产业化基地的总体目标。
     再次,提出ITS产业化基地地理区位选择的基本原则,分析了影响ITS产业化基地区位选择的宏观政策环境、地理交通环境、社会服务环境、微观运作环境、优惠政策环境等因素,基于不同相关利益主体的不同动机,提出了基地区位选择递阶层次结构评价指标体系,采用模糊Borda数分析法确定权重,构建了层次分析法和模糊综合评价法相结合的评价模型,对中国ITS产业化基地选址进行评价,并进行了实证分析。
     然后,对ITS产业化基地的组织模式和运行模式进行研究了。提出了政府指导、企业运作、中介参与的ITS产业化基地管理与开发双重推进的组织模式,从ITS立项、资金运营与管理、目标、过程、收益分配、后勤服务等环节对产业化基地决策机构的职能进行分析,并提出基地入驻企业选择自我保护型、轻重缓急型、风险规避型、组织结构变动型等适宜的联盟形式。论文提出坚持政

    产学研结合共建基地的方针,提出搞活运行机制,开放办园的运行模式基本思
    路,从硬环境建设、软环境营造、政策环境建设、服务支持、法规调控五方面
    建立了rrs产业化基地的运行模式。
     进而,对中国rrs产业化基地运行绩效进行研究,建立了包括4个二级
    指标、14个三级指标和33个四级指标的评估指标体系和评价标准,运用
    德尔菲法、模糊评价等方法对中国无锡ITS产业化基地预期绩效进行实证分
    析。
     最后,在上述研究的基础上,提出了促进中国ITS产业化基地发展的相关
    对策,即强化政府对ITS产业化基地的组织领导;完善政府对基地的推进政策;
    制定相关基地和产业发展的远景规划:扩大国际合作交流,推进ITS基地的国
    际化;完善基地的投融资体系,加大引进外资的力度,为政府提供有效的决策
    借鉴。

ITS industry is a new-type industry that equips communications and transportation, is a integrated industry of the modern new and high technology, It is a new industry in our country, it has characters of high-tech content, drives strongly. This thesis regards development model of base of China ITS industrialization as the research object. From the nature, position, development prospect, current situation analysis of ITS industry, the mode selection of base of China ITS industrialization, overall idea of the development goal, overall arrangement in the position, organizing mode, operating mechanism, etc. to carry on deepening, systematic research omni-directionally, construct new study system that the development model of base of China ITS industrialization. This research is for promoting ITS industry of our country to give play to the new-coming advantage and realizing the great-leap-forward development.Firstly, The thesis has systematically studied the current situation about ITS industry and industrialization base development abroad, have summarized two kinds of push modes of foreign ITS industrialized development. Have analysis the basic terms supporting, management, technology, policy, etc of ITS at present China. The thesis has refined the foreign thinking of development and the ITS industry mode, ITS technology, state policies and advancing the experience and the measure for our country to use for reference.Secondly, the thesis has studied the intension of industrialization base and develop model. Point out that ITS industry base is a kind of organization mode of the high and new technology development zone, is taking innovative research institution of the tap and enterprise as backing, is a congregation of ITS high-Tec enterprise on space, is taps and bases of national new and high technology industrialization of the same trade. Structure China ITS industrialization base's new-type R&D mode "Industrialization uses research institution + enterprise + university + government". Have pointed out ITS technology and guide of research and development of products, such as, industry undertaking enterprise hatching of ITS, formulation of ITS trade's technical standard, Sector planning of ITS and coordination, knowledge sharing of ITS and talent training, etc, five major functions who ITS industrialization base possesses. Have put forward the overall goal idea on China ITS industrialization base, that is to make ITS industry base becoming multi-functionally hatch center, ITS training center and the production center of ITS. Turn into domestic and first-class, international and known ITS industrialization base.Third, the thesis puts forward the basic principle of the geographical position overall arrangement of base of ITS industrialization, and analyzes factors that influences the position overall arrangement of base of ITS industrialization such as the macroscopic policy environment, geographical traffic environment, community service environment micro operation environment, and preferential policy
    
    environment, etc. Based on different motives of different relevant interests subjects, the thesis sets up a passing the stratum structure evaluation index system. By using fuzzy Borda analysis to obtain the weight of the index, it structure the appraisal model that the analytic approach of the level and fuzzy comprehensive evaluation assessment combine together, to appraise to China ITS industrialization base's overall arrangement and carry on real example analysis.Fourth, the thesis carries on research to the organization mode of ITS industrialization base, Have put forward government's guide, enterprise's operation, the intermediary participates in manages and develops the double organization advance mode of ITS industrialization base. From set up ITS fund between operation and management, goal, course, distribution of income, logistic service, etc. link to analyze the functions of policy-making bodies.
