大庆交通运输行政执法管理信息系统的设计与实现

摘要
计算机技术和信息网络技术的快速发展,促进交通运输行政执法管理工作顺应信息科技发展潮流,与时俱进。规划、建设一套设计科学、管理规范、操作简便、能满足交通运输行政执法管理工作需要的信息化网络管理系统,是当前及今后交通运输管理工作发展的趋势。
     本系统的设计与实现主要是为解决目前交通运输行政执法工作急需提高管理质量、管理效率和堵塞管理漏洞的问题。
     该系统为典型的B/S架构管理信息系统,采用面向对象技术开发,具有灵活的易维护性和扩展性。WEB操作管理界面采用Microsoft Visual Studio开发,使用ORACLE10G数据库系统进行信息的存储和处理。在硬件服务平台上,采用两级体系,WEB应用服务器和数据库服务器分开部署,外接磁盘阵列,核心设备全部采用冗余设计和部署,提高系统的安全性和稳定性。对外服务使用统一的URL地址,应用服务器的IP地址及服务端口通过硬件防火墙映射到互联网某一IP地址,同时通过网络访问规则,限定用户的源访问地址。用户可以通过多种上网方式登录和使用该系统,包括局域网、固定宽带互联网、移动互联网等。
     本系统将交通运输行政执法案件的管理工作全部通过管理信息系统完成,实现了管理部门要求的全部软件功能。例如:能完成各种法律文书的录入、打印、案件审批、统计报表以及卷宗的归档目录生成等工作,能完成除人工调查取证外的所有业务;对于没有经营许可的车辆,如果在车辆查扣等待处理期间当事人或有关人员到辖区交通运输管理部门申请办理车辆的道路运输证,与之联网的行政许可管理系统会进行提示,并且锁定该车的证照办理功能,只有违章处理完毕后才能通过行政许可系统办理道路运输证;系统具有回退功能,案件在处理流程过程中,如果下一流程发现错误,具有回退功能,退回上一级重新处理;具有用户角色和权限管理功能,不同用户具有不同操作权限;统计报表功能灵活多样,统计时间段可以任意设定;具有对外信息交互接口,有关信息共享;具有数据备份和恢复功能,确保数据安全。
     本系统由五大功能模块组成。包括用户管理、法规数据库管理、案件管理、统计报表和系统设置,各功能模块之间相互依存,共同作用。
     大庆交通运输行政执法管理信息系统的设计和实现,较好地解决了当地交通运输行政执法工作中迫切需要解决的问题。目前,本系统软件开发和硬件平台建设工作已经基本结束,并在市区各有关行政执法单位全面投入使用,达到预期建设目标和功能需求,得到用户的好评。
     下一步,根据管理工作和项目需要,对系统进行进一步的优化和升级,开展性能优化、界面美化、数据挖掘等工作,进一步优化系统。
With the rapid development of computer technology and information networktechnology,Transportation administrative law enforcement management must complywith the development of information science and technology and keeping pace withthe times. Planning and constructing a scientific, standardized management, simple toused network management information system, which can meet the need oftransportation administrative law enforcement management, is the management oftransportation development trend.
     The design and implementation of the system has solved the transportationadministrative law enforcement urgent problems at present, such as improvingmanagement quality and management efficiency, solving the problem of congestionmanagement vulnerability.
     The system is a typical B/S structure management information system. Becauseof using object-oriented technology development, the system has easy maintenanceand flexible expansibility. In software development, we use following techniques:Microsoft Visual Studio for WEB operation management interface development,ORACLE10G database for information storage and processing. In hardware platform,using two level systems, WEB application server and database server deployseparately. System used external disk array, and all the core equipment usedredundantly design and deployment. We use these methods above, in order toimprove the security and stability of the system. External service use the same URLaddress, application server IP address and sever port through hardware firewall mapped to a same IP address. At the same time, restricting user access sourceaddress, with the network access rules. The user can through a variety of ways tologin and use the system, including the local area network, fixed broadband Internet,mobile internet, and so on.
     The software totally completed transportation administrative law enforcementmanagement via management information system, which realized all softwarefunctions the management department requires. For example: it can finish a variety oflegal instruments of entry, printing, in case of approval, statistical reports as well asfile archive directory generation and so on. In addition to artificial investigation it canfinish all business. For unlicensed vehicles, if the owner or the relevant person to thearea of transport management department to apply for vehicle road transport permits,when the vehicle seizure of waiting during processing, the network administrationpermission management system will prompt, and lock the vehicle license. Only theillegal processing finished, can they pass the administrative licensing system fortransportation permit. The system has the regression function. Cases in the process,if the error occurs, with the regression function, return to the previous levelautomatically; The system has user roles and permissions management function,different users have different permissions; statistics function is flexible and diverse,statistical time can be arbitrarily set; With external information interaction interface, ithas sharing information function; the system has backup and restore function that canensure data security.
     The system consists of five modules, including user management, laws andregulations database management, case management, statistics and system set, allthe function modules are interdependent and interactive.
     Design and realization of Daqing transportation administrative law enforcementmanagement information system, solve the local transportation administrativeenforcement of the urgent need to solve the problem. Currently, the system software development and hardware platform construction has been basically completed. Andthe system is already used by relevant administrative law enforcement units in urbanareas, and it has not only achieved the expected construction objectives andfunctional requirements, but also highly praise from users.
     Next, according to the need for management and project function, the system isfurther optimized and upgraded, such as performance optimization, to beautify theinterface, data mining, system optimization and so on.
