GSM国际漫游质量评估方法研究

摘要
自20世纪90年代开始,随着中国经济的持续繁荣,国内外的交流与合作日益频繁,又一次激发了国际和国漫业务的发展高潮。随着中国移动在国际通信行业中的不断崛起,国际业务的地位越来越重要,随之而来对国际国漫业务的要求也越来越高。
     尤其是2001年以来中国的移动和联通各自展开了自属国际通信网的建设、经过多年的发展将国际漫游业务与中国电信的分离,截至2008年9月仅中国移动已经与300余家国外运营商的网络进行了互联和结构调整,已建立起了全球最大的一张GSM移动自动漫游网络。
     本文从运营商角度分析了目前国际漫游网络和业务分析及管理上的问题。首先介绍了目前国际漫游业务推陈出新和网络发展的趋势,而与之不相协调的服务现状。然后,针对目前国内外移动运营商对国漫业务质量的观察角度凌乱,数据采集和指标分析的单一性,并且直观性和比对性差等问题,研究了底层数据和指标群的关联度。再对数据和基础指标进行梳理,以国家或行业规范为依据,筛选重点指标群,创新性的定义出三层“指标架构”,并采用“AHP层次分析法”对指标权重进行了模拟估算,提出了两个全新观察指标“GSM国漫网络指数”和“GSM国漫业务指数”。之后又利用中移动国漫网络这个典型环境,采集了大量现网实测数据进行计算,获得了第一手资料,论证了两个一级指标“GSM国漫网络指数”和“GSM国漫业务指数”的应用方法和指导价值。最后,通过这种方法对国内外运营商的网络质量和业务表现进行了评估,以两个一级指标“GSM国漫业务指标”和“GSM国漫网络指标”的差异性为切入点,提供给所有GSM移动运营商一个简单但又全面综合评估国漫运营质量的方法,从一个新的角度探讨如何综合评估一个大型网络质量、业务发展以及他们之间关系。
     本文是对以往国际国漫维护工作经验的一种纵向的探索和研究,将很大程度上提升中国运营商在移动国际国漫业务上的维护和管理水平。
With economic boom of China, there are more and more international exchange and cooperation, which stimulate the great development of international communication service. Along with China Mobile rising in the international communication industry, the international communication service is becoming more and more important and increasing highly.
     In particular, China Mobile has set up one of the world's largest GSM mobile automatic roaming network with ore than 300 foreign operators.
     This article analyzes the current international roaming network service and management problems from the operator point of view First of all, the international roaming service and network development trend and the international communication Service are introduced. Secondly, the basic date and the Correlation of Indicators are researched for the problem of the international mobile communication operator. And then the data and basic indicators are sort out according to national or industry specifications with an emphasis on on key indicators group, and the innovative three-tier "target architecture" is defined. Based on "AHP Analytic Hierarchy Process", a simulation estimate for the index weight of the indicators, and two new indicators which are "GSM country diffuse network index" and "GSM country diffuse service index", are brought up.In the mobile network typical environment, a large number of data are collected and calculated. Based on the first-hand information, this article demonstrates the two-level indicators "GSM country diffuse network index" and "GSM country diffuse service index" Application of methods and guidance values. Finally, some typical operator's network quality and operational performance are demonstrated by this method. Looking the differences between two-level indicators "GSM country diffuse service indicators" and "GSM diffuse network of country indicators" as the breakthrough point, this article gives a simple and comprehensive method which can demonstrate the quality of international roaming service.
     This article is an exploration based on the experience of the maintenance of international roaming network, it will greatly enhance the Chinese operators’maintenance and management level of the international service.
