论高新区在我国社会主义市场经济发展中的地位和作用

摘要
邓小平理论、“三个代表”重要思想作为当代中国的马克思主义，其社会主义市场经济理论不仅是对科学社会主义理论的重大贡献，对中国改革开放和社会主义现代化建设实践也有着极其重要的指导作用，高新技术产业开发区(以下简称高新区)作为建立和发展社会主义市场经济的试验示范区，在探索建立和完善社会主义市场经济体制，发展社会先进生产力等方面，发挥了领头雁和排头兵的作用，有力地推动了中国经济的快速发展和社会全面进步。本文通过对世界各国、我国、我省高新区发展现状和趋势的分析，深入揭示了高新区在我国建立和完善社会主义市场经济中特有的地位和作用。通过总结高新区创建10多年来所取得的成就，从高新区成为我国发展高新技术产业的重要基地，体制创新与科技创新的试验区，产业结构调整的助推器，科技成果转化和高新技术企业孵化的重要载体，吸引和培养高新技术产业化人才的摇篮等五个方面，阐述了高新区在我国改革开放和社会主义现代化进程中所作出的突出贡献。在此基础上，根据党的十六届三中全会《关于完善社会主义市场经济体制若干问题的决定》精神，从可持续发展的角度，针对高新区发展中遇到的政府职能、投资环境和产业发展等三大问题，从推进高新区管理体制改革、实施二次创业、增强创新能力、如何加快河南高新区发展等四个方面提出了进一步加快高新区发展的对策建议。本文旨在通过对高新区独特地位和作用的研究，从理论和实践上为如何地发挥高新区的功能，探索新型工业化道路，全面建设小康社会，推进我国改革开放和现代化建设事业，建设有中国特色社会主义提供某些启示。
本文共分五部分：
第一部分 通过对高新区的发展概况与系统分析，揭示了世界高科技园区、我国高新区和河南高新区的基本现状和发展趋势，指出了高新区作为建立和发展社会主义市场经济的试验示范区，已经成为改革开放的窗口和高新技术产业的基地。
第二部分 着重从理论上论述了高新区的基本功能和社会历史作用：从高新技术的孵化、集聚、扩散和示范四个方面论述了高新区的基本功能；从促进经济与科技体制改革的深化，促进地方经济与社会的发展，促进高新技术成果的商品化、产业化和国际化，促进研究与开发加快人才培养四方面阐述了高新区的独特社会历史作用。
第三部分 着重从实践论述了高新区在我国建立和完善市场经济体制中的五
个方面突出贡献:高新区成为我国高新技术产业发展的重要基地和新的经济增长点:
高新区成为我国改革先行区，在探索体制创新与科技创新方面取得了成功经验;高
新区成为改造和提升传统产业的辐射源，有力的促进了我国产业结构的调整;高新
区成为我国科技成果转化和高新技术企业孵化的重要基地;高新区成为吸引和培养
我国高新技术产业化人才的重要基地，培养了一支科技产业化大军。
第四部分分析了高新区发展中遇到的三方面困难和问题:与WTO规则的要求
相比，管理休制相对滞后:与高新区的发展要求相比，环境问题不容乐观;与高新
区的地位和作用相比，产业发展还不适应。
第五部分提出了加快我国及我省高新区发展的对策建议:贯彻WTO原则和精
神，推进高新区管理体制改革:实施二次创业，推进五个转变:突出产业特色，增
强创新能力;与时俱进，加快河南高新区发展。
Deng Xiaoping Theory and Three Representatives Thought act as Chinese contemporary Marxism. Socialist market economy-part of the theory not only contributes greatly to scientific socialism theory, but also has significantly directional function on Chinese reform & opening up policy and socialist modernization construction and practices. New and High-tech Industrial Development Zone (hereinafter briefed as New and high-tech Zone) has a leading role in building and completing socialist market economy, social advanced productivity and etc, which results in promoting Chinese rapid economic development and social overall progress effectively.
The thesis deeply exposes special position and function of new & high-tech zone in building and completing process of socialist market economy through analysis of development situation and tendency of world, China and Henan new and high-tech Zone. By summarizing achievements of Puyang New & high-tech Industrial Development Zone since it was set up over 10 years ago, the thesis explains and illustrates outstanding contribution of new & high-tech zone in China's reform, opening up and socialist modernization process from five aspects, i.e. new and high-tech zone has become important base for the development of China's high-tech industry, experimental area for system renovation and science & technology innovation, roll booster for industrial restructuring, vital carrier for science & technology results transformation, and new & high-tech enterprises incubation and cradle for new & high-tech industrial talents training.
On the basis of above mentioned, in the light of spirit of About The Decision of Perfecting Several Questions of Socialist Market Economy System on the 16th Third Plenary Session and in the point of view of sustainable development, the thesis brings forward countermeasures and suggestions for further speeding up the development of new & high-tech zone from four aspects consist of boosting management mechanism reform, implementing second phase of development, strengthening innovation capability and how to quicken Henan new and high-tech zone development against the questions of government authority, investment surroundings and industrial development in the course of development of new and high-tech Zone.
The thesis aims at revealing some viewpoints through studies of special position and function of new & high-tech zone from both theoretical and practical aspects for how to bring function of high-tech zone into play, exploring new-style industrialization ways, constructing overall well-off society, promoting China's reform & opening up and modernization, and building socialism with Chinese characteristics.
Five parts of the thesis is as follows:
Part 1. Reveal basic situation and development tendency of world, China and Henan new & high-tech zones through systematic analysis of development of the zones. Point out that new and high-tech zone has become window of reform and opening up and base of new and high-tech industries as the experimental demonstration area for building and developing socialist market economy.
Part 2. Emphasize on discussing fundamental functions and social historic functions of new and high-tech zones from theoretical point of view; on discussing fundamental functions of new and high-tech zones from four aspects consist of new & high-tech incubation, accumulation, pervasion and demonstration; on explaining special social historic functions of new and high-tech zones through four aspects, i.e. promoting the deepening of economic and science & technology system reform, boosting local economic and social development, advancing new & high-tech results merchandisation, industrialization and internationalization, and accelerating R&D and talents training.
Part 3. Stress on practically explaining prominent contributions from five points in China's building and completing market economic system of new and high-tech zones. 第一部分 通过对高新区的发展概况与系统分析，揭示了世界高科技园区、我国高新区和河南高新区的基本现状和发展趋势，指出了高新区作为建立和发展社会主义市场经济的试验示范区，已经成为改革开放的窗口和高新技术产业的基地。
