高技能人才管理平台的设计与实现

摘要
高技能人才短缺是各国在工业化时期普遍面临的问题,我国正处于工业化加速发展的中期阶段,高技能人才短缺问题受到各级政府的高度重视,千方百计加强高技能人才队伍建设,取得了一定成效。为进一步解决高技能人才短缺问题,支撑昆明市的工业化进程和产业结构优化升级,需要在借鉴发达国家成功经验的基础上,进一步研究和明确政府在高技能人才培养中的作用,促进昆明市高技能人才队伍持续健康发展。本文结合当前高技能人才培训管理的需求,提出了一套符合云南实情的高技能人才管理信息化解决方案。
     本文采用了面向对象的思想,利用统一建模语言(UML)作为分析设计工具,对高技能人才管理中复杂的培训就业流程进行了有效的梳理、分析设计和实现。针对该系统的用户特点,采用了B/S的架构设计,技术上采用了基于MVC基础的Struts +Spring+Hibernate框架的多层J2EE技术架构设计。同时,为了提高系统的可移植性,整体采用了Java语言为编程语言,XML作为描述配置语言等技术实现了高技能人才管理中人才信息,培训控制以及就业监控等业务管理。
     本文解决的关键问题包括以下几个方面:
     1.完成人才库的建设,它是整个高技能人才管理平台的基础,只有完善了平台的人才信息库,用户才能继续进行下一步操作。在人才库建设过程中,存在着一个信息采集、确认、审核到最后管理的流程。
     2.通过工作流引擎完成培训-就业一体化等业务流程的建模、审核控制和状态跟踪。
     3.基于MDA思想实现了报表自定义展示格式,以及数据计算规则,能够快捷、方便的生成各类数据报表。
     4.提供良好的外部数据接口,为外界业务系统提供了可靠、实时的信息数据。
     高技能人才管理平台的设计和实现,提高了人才库建立、人才培训及就业等业务流程的处理效率。本文系统全面改进了传统高技能人才管理的手工处理方式,大大提高了人才培训中心业务处理效率。
The Shortage of Talents with High Technical has been every country's problem being confronted with commonly in industrialization period. Our country has been in the medium term stage that industrialization acceleration develops, The Shortage of Talents with High Technical problem has been regarded highly by governments at all levels. They have done everything possible to reinforce high technical ability talented person team construction, and have got certain effect. To further solve the shortage of talents with high technical problem and support Kunming's industrialization advancement and the industrial structure optimization promotes, we further study and make clear government's effect based on the successful experience of the developed countries, and promote the sustainable and healthy development of Kunming's high-skill talents team. This article unifies the demand of current high skill training management, and proposes a solution to Yunnan's high-skilled talents management according with its actual state of affairs.
     The Rational Unified Process is used as development tool and UML is used as description language for analyzing and design in this paper. This system combs, analyses, designs and realizes the management of complex training employment flow of talents with high technical. According to the characteristics of the system user, the system use both B/S and C/S architecture model in form, and use multi-level software functional framework in function, based on the MVC-based technical Structs+spring framework in technique. The system implements the management of talents with high technical, monitoring control and employment management using java as the programming language and XML configuration related technologies.
     In this paper the key problems including the following aspects:
     1. Accomplish the human resource databank construction. It is the basis of skilled personnel management platform. Only when we perfect the talents' information, users can proceed further. In the construction process, there exists a process management of information collection, confirm, audit.
     2. In the process of designing and realizing the system, the system completes modeling, review control and status tracking of training-employment integration related business process through the workflow engine.
     3. Based on MDA, the system realizes custom display format for the report, as well as data calculation rules, and can generate various data report fast and conveniently.
     4. Implement a good external data interface and provides reliable, up-to-date information and data for external business system.
     The design and implement of talents management platform improves the efficiency of talents pool's construction, talents training and employment related business processing; solves the problems that exist in the business process of online information collection, statistics analysis, etc.This system greatly improves traditional manual handling of high-skill talents management and the promptness of processing for high-skill talents training center.
