防雷规范化管理信息系统的设计与实现

摘要
防雷减灾工作是一个系统的工作,随着各地对防雷减灾工作重视程度的不断提高,防雷减灾部门提高工作效率,提升部门的形象,切实落实规范化、信息化管理的要求也越来越迫切,
     防雷规范化管理信息系统是一个立足于防雷减灾管理部门,囊括了当前防雷管理工作中的大多数主要工作内容的业务管理软件系统。系统不但实现了防雷设施施工图设计审核、新建建(构)筑物防雷设施检测资料和旧建筑物防雷设施定期检测、防雷设施分段检测与竣工验收、防雷公司工程合同、施工合同、预算信息、雷灾调查、仓库管理等主要业务工作中的资料的录入、维护、报表打印等一系列主要功能,同时附加建筑物年预计雷击次数、安全距离、避雷针保护范围等辅助计算功能以及日常行政办公管理等方面的内容。
     论文在对国内外同类软件系统进行仔细调研的基础上,确定了系统开发的方向及必要性,然后通过研究我国的防雷法律法规及技术规范对防雷规范化管理所要做的工作进行了详细的梳理,将其中的重点内容以此列举出来,理清各项工作的操作需流程和相互之间的联系,形成一个大的系统开发框架,再通过具体的软件设计逐一对各项功能进行具体实现,最终形成了一个完善的防雷规范花管理信息系统。
     本系统在本人所在单位进行了实际应用,应用效果表明,该系统的投入使用可以大大提高防雷管理工作的信息化、规范化程度,有效地提高业务人员的工作效率,尤其是在防雷设施检测报告的处理上,相对于与以前人工处理数据,使用Word制作检测报告来说,工作效率可以成倍地提高。
The work on lightning protection and disaster reduction is a systematic task. As various regional attention to the work on lightning protection and disaster reduction increases continuously, the requirements for increasing working efficiency of the departments responsible for lightning protection and disaster reduction, promoting the department image, carrying out management of standardization and informatization practically are also more and more urgent.
     Standardized management information system for lightning protection is a management department based on lightning protection and disaster reduction, it has included business management software system for major main working content of current work on lightning protection management. The system not only achieves a series of main functions in these main business such as data input, maintenance and report print, etc in relation to design examination of construction drawing for lightning protection facilities, regular testing for lightning protection facilities for newly-built (structure) building and old lightning protection facilities for old building, sectional testing and completion acceptance of lightning protection facilities, engineering contract of lightning protection company, construction contract, budget information, lightning disaster investigation, warehouse management etc., at the same time, the contents in the aspects such as auxiliary computing functions and daily executive office management over annual predicting times of lightning stroke, safety distance and protection scope of lightning rod of the extra buildings.
     Based on careful investigation into same type of software system at both home and abroad, this paper determines systematic development method and its necessity, and then it carries out detailed collation based on the work did on our national laws and regulations, technical rules of lightning protection and standardized management, for further, it lists key content from among which, and makes required flow and inter-relationship for operation of all work clear, so as to form a big systematic development frame, after that, via specific software design, all functions can be achieved specifically one by one, thus forming a perfect standardized information management system for lightning protection.
     This system have been practically applied in my own unit, as a result, its effect is obvious, so the use in practice of this system can greatly improve information and standardized degree of the work on lightning protection, thus effectively improving working efficiency of business personnel, in particular to treatment on report about testing for lightning protection facilities compared with former artificial data processing. If we use Word to make a testing report, the working efficiency can be improved for several times.
