承德移动公司GSM工程项目管理研究
摘要
随着近年来国内电信市场竞争的加剧,为更好地为客户提供优质的网络服务,通信项目建设的规模越来越大,但周期却越来越短。这样对项目的成本、进度、资源控制提出了更高的要求。因此,如何提高通信工程项目管理水平成为通信运营的一个重要组成部分。
本文试图运用项目管理学知识,从项目特征以及项目管理的相关知识领域,结合移动通信工程建设特点,对承德GSM工程建设进行研究,并最终形成一套行之有效的工程建设方案。该方案包括项目整体管理、项目范围、进度控制、沟通管理、项目人力资源管理、风险管理、质量管理、变更管理、项目采购管理和费用管理9个部分。经过验证,该方案基本实现工程管理的流程化、规范化、制度化,保证各个项目按时高质量的完成。使承德移动公司的整体工程建设水平有了明显提高。
In recent years the domestic telecommunications market as competition intensifies, the better for the customers to provide quality network services, communication construction projects of increasing size, but the cycles are getting shorter. So the cost of the project, progress, control of resources has put forward higher requirements. Therefore, how to improve communication project management level communication operators become an important part.
This paper attempts to use project management knowledge, project management and project characteristics of the relevant knowledge, the combination of mobile communication features of the construction of the GSM project in Chengde to study and eventually formed a well-established engineering building programmes. The programme includes the overall project management, project scope, schedule control, communication management, project human resources management, risk management, quality management, change management, project management and procurement costs of the management of nine. After verification, the programme to achieve the basic project management processes, standardization and institutionalization, and ensure high-quality projects completed on time. Chengde mobile companies so that the overall level of construction has increased significantly.
