摘要
H化工公司是以甲基丙烯酸甲酯为龙头,集生产、营销、科研、深加工、产品开发为一体的有机玻璃生产企业。由于危险化学品所固有的易燃易爆、有毒有害等特性,加上化学工业科学技术的发展,使得该行业安全生产事故频繁发生。国家安全生产监督管理总局出台的《安全生产事故隐患排查治理暂行规定》在一定程度上缓解了安全生产事故的进一步恶化,但由于企业管理层面的缺失,安全生产形势仍旧严峻。因此,有必要对H化工公司安全生产管理隐患进行研究。
     本论文以H化工公司安全生产管理隐患(以下简称管理隐患)的控制为主线进行研究,全文包括五个部分:首先,分析H化工公司安全生产管理隐患控制的现状。在对H化工公司的管理隐患控制现状进行梳理的基础上,发现H化工公司在管理隐患控制方面存在的问题,并探讨问题的成因。其次,构建H化工公司安全生产管理隐患控制体系框架。该管理隐患控制体系结构以“零管理隐患”为控制体系目标,以DMAIC作为控制体系运行机制,分别由H化工公司安全生产管理隐患识别、管理隐患治理以及控制体系的有效性评价三个子系统构成。第三,研究H化工公司安全生产管理隐患的识别。基于安全生产管理隐患识别与管理诊断的共性分析,形成H化工公司安全生产管理隐患单项识别方法集;并基于对安全生产管理隐患的特殊性分析,探讨、研究H化工公司安全生产管理隐患的综合识别方法以及应用。第四,探讨H化工公司安全生产管理隐患的治理内容。在确认H化工公司关键管理隐患的基础上,提出具体的管理隐患改进举措,并探讨关于保持管理隐患改进结果的计划措施。最后,进行H化工公司安全生产管理隐患控制体系的有效性评价。在引入管理隐患成本、管理隐患控制水平的基础上,形成基于成本的关系分析模型,支持H化工公司安全生产管理隐患控制体系的评价及反馈。
The H Chemical Company is an organic glass manufacturer that sets production, marketing, scientific, deep processing, product development as a system. Its main product is MMA. As the inherent characteristics of flammable, explosive, poisonous and harmful for danger chemicals, plus the development of chemical industry technology, the safety accidents happen frequently. State Administration of Work Safety has promulgated the "provisional rule for troubleshooting safety accidents risk", which to a certain extent saved the situation from further deterioration. However, due to the missing of production safety management on the enterprise level, the production safety situation is still very serious, so research on the safety accidents management risk control of the H Chemical Company is necessary.
     The paper research on the control of safety accidents management risk (hereinafter referred to "management risk") for The H Chemical Company. The paper is divided to five parts:First, the paper analyzes current state of management risk control in the H Chemical Company. Based on the carding of the state for the H Chemical Company's management risk control, we found the problems of management risk control in the H Chemical Company, and explored the causes of these problems. Second, the paper constructs the management risk control system frame of the H Chemical Company. The management risk control system uses "zero management risk" as the system goal, uses DMAIC as the operation mechanism, and consists of three sub-systems, being management risk recognition, management risk administration and management risk control system's effective evaluation. Third, the paper studies the recognition on the H Chemical Company's management risk. Based on the commonality analysis between safety accident management risk recognition and management diagnosis, we formed the methods set of management risk single recognition; Moreover, based on the particularity analysis of safety accident management risk, we explored the integrated recognition method of the H Chemical Company's management risk. Forth, the paper studies the administration of the H Chemical Company's management risk. Based on the confirmation of the key management risks, we raise the detailed improvement measures for the key management risks. Moreover, the paper studies the plans to continue the management risk improvement results. Finally, the paper analyzes the effective evaluation on management risk control system for the H Chemical Company. Based on the introduce of management risk cost and management risk control level, we establishes the relation model based on cost, then supports the evaluation and feedback for the management risk control system of the H Chemical Company.
