基于语义本体的电子政务档案知识管理模型研究

摘要
档案管理是政府很重视的工作,随着信息技术的成熟,档案文件的种类和形式开始多元化,档案文件电子化越来越受到政府部门的青睐。国内外电子政务档案知识管理模式正在向以知识库和知识服务为核心知识管理模式转变。目前国内电子政务档案知识管理系统尚在发展完善阶段,很多管理模式无法很好的解决计算机自动识别著录结果的语义问题,不能帮助使用者准确定位信息所在的领域,导致大量无用信息的涌现。
     另外,常规的基于关键词的信息检索技术也远不能满足用户在语义上的需求。语义本体理论作为一种结构化知识描述语言,能够很好的解决知识表达、知识组织等知识管理方面的问题。本文以语义本体理论为技术基础,以档案知识管理为研究对象,深入地探讨了基于语义本体的的电子政务档案知识管理模型的设计与实现。全文共六章,具体内容结构如下:
     第1章引言。作为论文的开始,首先介绍了本文的研究目的和研究意义。其次,对国内外学者将语义本体技术应用于档案知识管理领域所取得的研究成果进行了梳理与分析。第三,阐述了本文选题的来源。最后,介绍了本文的研究主要内容和创新点。
     第2章电子政务档案知识管理模型技术基础。首先,介绍了语义Web与本体理论。其次,从本体的构建语言、构建工具、构建流程三个方面就语义描述及本体的创建方法进行了详细的描述,最后,从元数据转换和本体推理机制两个方面探讨了语义本体技术在档案知识管理中的应用。
     第3章电子政务中档案知识管理。首先,阐述电子政务档案知识的识别。其次,分析了电子政务档案知识的获取。第三,从档案知识的表示及存储分析了电子政务档案知识的组织。最后,分析了电子政务档案知识的检索。
     第4章电子政务档案知识管理模型框架。首先,阐述了基于语义本体的电子政务档案知识管理模型设计思路。其次,分析了基于语义本体的电子政务档案知识管理模型的主要功能。最后,设计了基于语义本体的电子政务档案知识管理模型的体系结构。
     第5章电子政务档案知识管理系统模型构建。首先,分析了数据层的档案数据挖掘模块和档案知识本体库的构建。其次,重点探讨了语义本体层的本体推理模块和语义索引模块。第三,探讨了控制层的Struts框架及其实现。最后,分析用户层的用户角色分配及权限设置,及如何实现人机交互。
     第6章全文总结与研究展望。对本文所做的工作进行了总结,指出了本文研究过程中存在的不足之处,并对未来的研究进行了展望。
Archive management is the work which our government attaches great importance to, along with information technology's maturity, archive file's type and the form starts the multiplication, the archive file computerization receives Government departments favor more and more. The archive knowledge management pattern of domestic and foreign E-government makes a shift to the one which takes knowledge base and knowledge service as its core knowledge management pattern. At present the domestic E-government archive knowledge management system has not been developed perfectly, many management patterns can’t solve the semantic problem well that the description results of computer aided automatic recognition, can’t help the user to locate the field accurately which the information is in, with a result that the emergence of a large number of useless information.
     Moreover, the conventional information retrieval based on keywords technology can not meet the needs of the user semantics. The theory of semantic ontology as one kind of structurized knowledge description language, it can solve the problem in the field of knowledge management well such as knowledge expression, knowledge organization and so on. This thesis takes semantic ontology theory as the technical basis, the archive knowledge management as its object, makes an in-depth exploration of design and implementation of model of E-government knowledgek management based on semantic ontology. This dissertation consists of six chapters, and the concrete structure of the dissertation is as follows:
     Part 1 is the introduction charter. To start the research, it first provides the purpose and significance. Second, it makes an investigation and analysis on the achievement that both the domestic and foreign scholars apply semantic ontology technology to the domain of archive knowledge management. Third, this part introduces the source of this thesis. Finally, it describes the main content and innovation.
     Part 2 is the technical base charter of e-government archive management model. First, it introduces the theory of semantic web and ontology. Second, it makes a detailed account of semantics representation and a method of ontology creation. Third, it explores the semantics ontology technology applied in archive knowledge management from the perspective of conversion of metadata and the ontology deduction mechanism.
     Part 3 is e-government archive knowledge management charter. First, it introduces the recognition of e-government archive knowledge. Second, the acquisition of e-government archive knowledge is presented. Third, it analysises the organization of e-government archive knowledge from the aspects of representation and storage of archive knowledge. Finally, it points out the retrieval of e-government archive knowledge.
     Part 4 is the framework and model of e-government archive knowledge management charter. First, it states the design way of model of e-government knowledgek management based on semantic ontology. Second, it examines the main functions of e-government knowledgek management based on semantic ontology. Finally, it designs the architecture of model of e-government knowledgek management based on semantic ontology.
     Part 5 is the construction of e-government archive knowledge management system model charter. First, it makes an analysis the construction of the data mining module and archive knowledge ontology baseof data layer. Second, it probes into the ontology-based reasoning module and semantic indexing module of semantics ontology layer. Third, it explores the the struts framework of control layer as well as its realization. Finally, it analysises the permission settings and assigning roles, and interact between people and system through user layer and integrated control layer.
     Part 6 is the summarization of this dissertation and prospect for the research charter. The dissertation summarizes the research work conducted as above, and points out the inadequate matters in the research, and some promising research directions are also given.
