公共图书馆社会责任的内涵及评价体系研究

摘要
随着经济社会全球化的发展,“社会责任”这一概念自20世纪初被提出以来,受到国际社会越来越多的关注。国外关于企业社会责任已有多种量化的指标评价体系,如道琼斯可持续发展指数(The Dow Jones Sustainability Indexes,简称DJSI)、多米尼社会责任投资指数(KLD)、崇德企业社会责任指标体系(Repu Tex)、SA8000标准和ISO26000标准等。其中,ISO26000标准适用于所有的社会组织,是迄今为止最全面、最成熟、最具权威性的社会责任国际标准,将对包括公益性信息机构在内的我国各行各业社会责任的发展产生深远的影响。
     随着计算机技术、网络技术的迅猛发展,作为公益性信息机构的公共图书馆正面临着其他信息机构带来的激烈竞争。为了提高自身的竞争力和促进可持续发展,公共图书馆不仅要着眼于内部的业务工作,更要关注自身的社会责任问题已经成为图书馆界的共识。而对于公共图书馆社会责任的研究,我国目前尚处于探索阶段,对于什么是公共图书馆的社会责任,以及如何建立一套系统的、全面的社会责任评价指标体系在学术界还没有达成共识。因此,探讨公共图书馆社会责任的内涵,并建立和推广一套符合中国国情的公共图书馆社会责任评价指标体系,对于提高公共图书馆的竞争力,以及促进我国图书馆事业的的可持续发展,是非常必要和紧迫的。因此研究公共图书馆社会责任的内涵和评价问题具有重要的理论价值和现实意义。
     论文的撰写架构共分六个部分,兹将各部分的主要内容概述如下:
     第一部分引言:说明本研究的研究背景、研究目的、研究意义、研究方法以及研究流程。
     第二部分文献综述:通过对国内外学者文献的阅读研究来探讨图书馆社会责任的相关理论及社会责任评价体系的研究情况。本部分共分三个小节:第一节主要介绍国外关于图书馆社会责任的研究概况;第二节介绍了国内学者对于图书馆社会责任的研究现状;第三节简要介绍了主要的企业社会责任评价体系,为下文构建公共图书馆社会责任评价体系提供借鉴。
     第三部分公共图书馆社会责任的内涵研究:以文献研究以及相关的理论为基础,本部分的研究内容包括公共图书馆社会责任的定义、内容及特点。
     第四部分利益相关者视角的公共图书馆社会责任评价体系的构建:首先对公共图书馆承担社会责任的合理性、必要性及可行性进行了分析;其次,简要介绍了利益相关者理论;最后,介绍了公共图书馆社会责任评价体系构建的基本思路,即以ISO26000社会责任国际标准为指南,以利益相关者理论为理论基础,在界定公共图书馆利益相关者并对其权益需求进行分析的基础上,构建了公共图书馆社会责任评价体系的基本框架。
     第五部分公共图书馆社会责任评价体系实证研究:该部分为实证研究,针对初步构建的社会责任评价体系基本框架,设计并发放调查问卷,对调查数据进行分析,对研究结果加以描述和讨论,在此基础上提出了若干优化公共图书馆承担社会责任的对策建议。
     第六部分研究结论与展望:本部分对整个研究进行了总结,分析了研究中存在的不足,并指出在未来的研究中,不仅要建立科学的公共图书馆社会责任评价指标体系,还应建立、健全公共图书馆履行社会责任的监督机制。
With the development of the globalization of economy and society, the concept of "social responsibility" attracts more and more attention of international society, since it was put forward in the beginning of the20th century. There are several quantized evaluation indicator systems on social responsibility abroad, for example DJSI、KLD、Repu Tex、SA8000and ISO26000etc. Among these systems, ISO26000standard applies to all social groups, by far, it is the most comprehensive、mature and the most authoritative international social responsibility standard, and it will has a profound impact on the development of the social responsibility of all walks of life in China, including information organization.
     With the rapid development of the computer and the network technology, as a public welfare information organization, the public libraries are facing fierce competition from other information institutions. In order to improve their competitiveness and promote the sustainable development, public libraries should not only focus on the inside of the business work, but also more attention to their social responsibility has become the consensus of the library world. On the research of the public library's social responsibility, our country is still at the exploration stage, for what is the social responsibility of the public library, as well as how to build a systematic and comprehensive evaluation indicator system of social responsibility has not reached a consensus in academia. Therefore, to discuss the connotation of public library's social responsibility, and establish and promote a set of the public library's social responsibility evaluation indicator system that accord with the situation of China, is very necessary and urgent in enhancing the competitiveness of the public library, and promoting the sustainable development of the librarianship in China. As a result, researching on the connotation and evaluation of public library social responsibility has important theoretical value and practical significance.
     This papers is divided into six sections, each section is summarized as follows:
     The first section is an introduction, mainly on the research background, purposes, significance and methods of the topic.
     Section Ⅱ is literature review, on reading both of the domestic and foreign scholars' literature research to explore the research situation on the relevant theories of library's social responsibility and evaluation system. This section is divided into three parts, the first part is about the introduction of the general research situation of library's social responsibility abroad. The second part introduces the research status of domestic scholars on the library's social responsibility. The last part briefly introduces the main corporate social responsibility evaluation systems, as the references for the following construction of public library social responsibility evaluation system.
     Section Ⅲ is the study on public library social responsibility's connotation. Based on the literature research and related theories, this section includes definition, contents and characteristics of public library social responsibility.
     Section Ⅳ, the build of public library social responsibility evaluation system from stakeholder perspective. Firstly, the paper analyzes the social responsibility of public libraries in the rationality, necessity and feasibility. Secondly, it mainly introduces the stakeholder theory. Thirdly, on the basis of defining the stakeholder of public library and analyzing their rights demands, the paper builds the basic framework of public library social responsibility evaluation system.
     Section Ⅴ is an empirical study on the evaluation system of the public library. In view of the preliminary construction of the social responsibility of the basic framework of evaluation system, this section designs questionnaires, analyzes the survey data, and describes and discusses the results of the research. Based on this, advances some optimization suggestions on how to take social responsibilities.
     Section Ⅵ is the research conclusion and prospect. This part summarizes the whole research, analyzes the shortcomings of the study, and points out that the future study should not only build a scientific evaluation index system of public library's social responsibility, but also establish and improve the supervision mechanism of public library to fulfill social responsibility.
