基于B/S和C/S结构结合的税务稽查管理信息系统实现

摘要
依照国家税务总局提出的“精细化管理”要求,充分的利用信息化技术而科学查账,已成为广大稽查人员的共识。为进一步提高税务稽查工作质量和效能,更好的适应新形势下信息化稽查工作的需要,遵循先进性、成熟性原则,本文基于B/S和C/S结构模式结合嵌入式手段、J2EE的跨平台技术和XML可扩展标记语言等核心技术以及咸阳市地税稽查工作实际,开发了以陕西省地税局需求和国家税务总局稽查业务规范为蓝本,根据国家税务总局信息一体化建设思想和技术规范标准,建立基于税务稽查管理系统(TAMIS)全市稽查管理广域网,覆盖全市的11个县级稽查局和1个市级稽查局,各级稽查局通过F/R、ISDN、DDN、PSTN构建内部网(Inter part net),实现系统内部信息传递、协同工作、资源共享的统一税务稽查综合信息平台----咸阳税务稽查管理信息系统(简称XY-TAMIS:XianYang-Tax Audit Manage Information System)。
     本论文采用JAVA开发工具、J2EE的跨平台技术、XML可扩展标记语言、基于B/S和C/S整合结构模式等核心技术和先进的三层分布式体系架构,依照后台数据库大集中、分层组件化设计理念,完成了咸阳税务稽查管理信息系统(简称XY-TAMIS: XianYang Tax Audit Manage Information System)的给定条件选案、非查账稽查、稽查结果汇总功能的设计与实现。系统以市级地税稽查完整业务为需求对象,基本实现了稽查的案源管理、检查实施、结果汇总等部分稽查业务。
In accordance with the State Administration of Taxation's "meticulous management" requirements, the full utilization of information technology and scientific auditing has become the consensus of the vast numbers of inspectors. In order to improve the quality of the work to examine the work quality and the potency, under the better adaptation new situation the informationization examination work's need, following the sophistication and the mature principle. this paper, based on B/S and C/S structure combined with the embedded tools, J2EE's cross-platform technology and XML extensible markup language, as well as the Xianyang land tax examination work reality and so on mark language, has developed examines the service standard take the Shanxi Province tax bureau demand and the country Excise office as the main source, according to the State Administration of Taxation thought and information integration technical specification standards, set up management systems based on the Tax Audit Management Information System (TAMIS)of the city's wide area network, which covers the city's 11 county-level inspection bureau and a municipal inspection bureau, inspection bureau at all levels through the F/R, ISDN, DDN,the PSTN construction intranet (Inter part net), realizes the system insider information transmission, the joint operation, the resource sharing unified tax affairs examiner comprehensive information platform----Xianyang Tax Audit Management Information System (referred to as XY-TAMIS: XianYang-Tax Audit Management Information System).
     In this paper, the use of JAVA development tools, J2EE cross-platform technology, XML extensible markup language, based on B/S and C/S structure of the mode of integration of core technologies and advanced three-tier distributed system architecture, in accordance with the background database of large sets, sub-layer components of the design concept, completed the Xianyang Tax Audit Management Information System (referred to as XY-TAMIS: XianYang Tax Audit Manage Information System) to set conditions for the election of the case, non-audit inspection, auditing the results of aggregate functions of the design and implementation. The system takes the municipal government rent checks for the integrity of the business needs of the target, the basic implementation of the management audit of the source text, checks the implementation of the results of aggregate operations and so on part examination services basically.
