基于循环经济理论的聚氯乙烯项目研究

摘要
本文主要根据循环经济发展思路,解决某公司氟化工副产HCl的出路,利用氟化工副产HCl生产VCM单体,为氟化工副产HCl循环使用的配套工程。该文的实际目的一方面解决氟化工装置副产HCl出路问题,形成他人难以模仿的专有技术,增强企业的竞争能力;另一方面也提高副产HCl的附加值,并利用“副产盐酸脱吸制HCl气技术”保证该装置内部副产盐酸平衡。
     本文始终贯彻循环经济理念,综合利用一系列的先进工艺技术、设备、控制技术、污染防治技术,以及物料回收利用与综合利用技术,如:分馏尾气治理采用变压吸附技术,转化器热水自循环技术,三合一塔和规整填料技术,使装置生产消耗显著降低,“三废”排放得以有效控制,符合清洁生产要求和趋势,使项目的整体技术和清洁生产水平处于行业先进水平。在项目建设管理方面,从组织结构、进度管理、安全管理、质量管理等四个方面结合项目实际情况对项目管理进行了系统分析。选用管理层次分明,责权明晰的工作队式组织结构,满足了项目投资巨大,涉及专业面广、内容复杂,且时间要求紧的需要。依据将管理与技术相结合,结合自身实际,加强项目组织结构的建设,通过制定详尽的进度计划并密切与设计、施工、监理之间的相互沟通,实现了项目工期的目标控制。而安全管理和质量管理上既严格按照国家有关法律和规定落实、执行,同时也颇具企业特色。正是通过严格完善的项目管理,提高了项目建设的科学管理水平,从而保证了项目建设的顺利进行。
This dissertation solves the outlet of some company fluorine chemical industry by-product HCl mainly basis on circulation economic development mentality. We produce the VCM monomer using fluorine chemical industry by-product HCl. This project solved the question to set the by-product HCl and forms specialized technique which other people imitated with difficulty, which strengthened enterprise's competitive ability; On the other hand we also enhanced the added value of by-product HCl and guaranteed the balance of installment interior by-product hydrochloric acid by using the by-product hydrochloric acid absorbs HCl.
     This dissertation implements the circulation economical idea throughout, comprehensive utilization a series of advanced processing technology, equipment, control technology, pollution prevention technology and material recycling use and comprehensive utilization technology, for example: The variable pressure adsorption technology is used in dealing with fractionation exhaust, the from the circulation technology of converter hot water and the filter technology of three-in-one tower. All the methods causes obvious reduce of equipment productive consumption, the emissions of "the three wastes" can the active controlled, meet the clean production requirement and the tendency. What we have done causes the project the overall technology and the clean production level is in the profession advanced level. In the project construction management aspect, we carry on the system analysis to the project management from the organizational structure, schedule management, the safety control, the quality control and so on unified the project actual situation. We also satisfied the need of project investment huge, involves the specialized surface broad, the content complex and time requested by use of selecting manages level clearly demarcated and the responsibility power defined work team type organizational structure. Based on manage and technology unifies according to our own actual, we have realized the project time goal control through strengthen the construction of project organizational structure and makes the formulation exhaustive progress schedule through the communication with design, the construction or the overseeing mutual. As the safety control and the quality control, we already not only strictly execute the national relevant law and the stipulation also has the enterprise characteristic. Just through the strict consummation project management, we raised the project construction scientific management level and guaranteed project carried out smooth.
