财政代发工资系统分析与设计

摘要
近年来,随着我国公共财政改革的逐步进行,对财政信息化提出了更高的要求,其中,国库集中支付制度要求建立人员和工资计划与预算拨款相结合的制约机制,财政部、人事部及中央机构编制委员会办公室为此联合制定相关制度。
     因此,采用先进的财政支出管理信息系统已成为公共财政改革的必然选择。使用计算机和数据库以及互联网的技术,应用人员经费管理信息系统,不仅可以加强人员编制、工资基金管理,强化行政事业单位人员管理,而且还可以减少工资发放中间环节,提高工作效率,保障工资及时足额发放。
     本文结合财政人员经费管理业务的需要,采用数据库技术、网络技术、可视化编程、软件复用、复杂查询技术、动态报表技术等新手段和新方法,设计一套财政代发工资管理信息系统,也称财政工资集中支付系统,重点完成了系统的需求分析和系统的详细设计。具体内容如下:
     在绪论部分简单介绍了系统的开发背景,就国内外技术现状作了分析,提出研究的主要问题和研究的目的。
     第二部分结合潍坊财政局工作实际提出了一个广义的系统功能模型。采用访谈、调查问卷以及系统原型相结合的方法进行需求调查,获得调查结果,得出调查结论,从最终用户的使用流程和最终要求等方面进行了需求分析并对分析方法作了阐述,完成了系统需求分析的主要工作。以财政局统一发放工资为中心,对接收人事局工资档案、工资数据,进行单位增减人员等日常工资调整,以及财政工资款拨付、发放、账务处理,对工资拨款的预算与实际执行情况的对照、日常需求报表等进行了全面的分析,同时对系统技术需求进行了分析,决定采用windows操作平台、SQLSevrer数据库,.NET技术平台,全面支持C/S及B/S构架,米用Visual Studio C#开发工具,功能接口丰富,界面友好,生命周期长,自动化管理程度高。基于UML建模工具,使用用例图等较好地描述了系统的需求。
     论文的第三部分针对实际需求,采用面向对象的分析和设计方法,运用UML的用例图、时序图、类图以及.NET设计工具,以规范的、符合面向对象要求的过程来实现系统的设计。包括系统开发模式选择、系统的拓扑结构以及开发平台和运行环境、系统的设计目标。同时就用户层、业务逻辑层以及数据库层的设计作了阐述,完成了系统的应用架构设计、功能架构设计、安全架构设计和数据库设计等工作。
     论文第四部分描述了系统采用的网络架构,该系统采用基于B/S和C/S混合模式的三层架构,除财政子系统,系统是一个在B/S模式下运行的软件,用户的所有工作界面通过WWW浏览器来实现,主要的事务逻辑处理利用web服务器来实现,用户可以远程访问数据库服务器,实现对数据的操作。
     论文最后总结了系统的不足和需要进一步研究开发的部分。
     本文提出的财政代发工资管理信息系统已经在潍坊市得到了实际的应用,取得了良好的效果,获得了比较满意的评价。

     Therefore, uses advanced expenditure management information system oneself to become the public financial reform the inevitably choice.Uses the computer and the database as well as the Internet technology, applies the personnel funds management information system, not only may strengthen the personnel organization, the wage fund management, the strengthened administration institution personnel manages, moreover also may simplify the wages provide middle link, enhances the working efficiency, the safeguard wages prompt full amount provide.
     This article unifies the financial personnel funds management service the need, uses the data bank technology, the networking, the visualization programming, the software multiplying, the complex inquiry technology, the dynamic report form technology and so on the new method and the new method, designs set of finances to issue ON another's behalf the wages management information system, also called the financial wages centralism payment system, has completed the system demand analysis and the system detailed design with emphasis.The concrete content is as follows:
     Introduced simply in the introduction part the system development background, the domestic and foreign technical present situation has made the analysis, asks the research main question and the research goal.
     The second part unified the Weifang finance bureau work actually to propose a generalized system function model.Uses the method which the interview, the questionnaire as well as the system prototype unify to carry on the demand investigation, obtains the investigation result, draws the investigation conclusion, and finally requested and so on the aspects from end-user's use flow to carry on the demand analysis and to make the elaboration to the analysis method, has completed the system demand analysis prime task.Unifies the provide wages take the finance bureau as the center, to receives the personnel bureau wages file, the wages data, carries on the unit to fluctuate the personnel and so on the daily wages adjustment, as well as the financial wages funds appropriate, the provide, bookkeeping processing, to the wages allocation budget and the actual execution situation comparison, the daily demand report form and so on has carried on the comprehensive analysis, simultaneously has carried on the analysis to the system technology demand, decided uses Windows to operate the platform, the SQLSevrer database, the .NET technology platform, supports C/S and the B/S skeleton comprehensively, uses Visual Studio the C# development kit, the function connection is rich, the contact surface is friendly, the life cycle is long, the automated management degree is high.Based on the UML modelling tool, used with the illustration and so on described the system demand well.
     The paper third part in view of the actual demand, uses the object-oriented analysis and the design method, utilizes UML with the illustration, the succession chart, a kind of chart as well as the .NET design tool, by the standard, conforms to the object-oriented request process to realize the system design.Including the system development pattern choice, system topology as well as develops the platform and the movement environment, the system design goal.Meanwhile on the user level, the service logic level as well as the database level design has made the elaboration, has completed work and so on system application construction design, function construction design, security construction design and database design.
     The paper fourth part described the network construction which the system uses, this system uses based on B/S and the C/S mix pattern three constructions, except the financial subsystem, the system is one the software which moves under the B/S pattern, user's all work contact surface realizes through the WWW browser, main business logic processing realizes using the Web server, the user may the long-distance access database server, realize to the data operation.
     The paper finally summarized the system insufficiency and needs further to study the development the part.
     This article proposed the finance issued ON another's behalf the wages management information system already to obtain the actual application in Weifang, has obtained the good effect, has obtained the quite satisfactory appraisal.
