工程项目评标问题的知识表示及其决策支持系统研究

摘要
评标是工程项目招投标中首要阶段,也是决定招投标工作能否成功的关键因素。然而,目前国内的评标工作往往都是业主或者监理公司组织评标委员会来进行,在此过程中,往往由于主观性较大,定性因素较多、定量分析较少,使评标的公正性、公平性受到怀疑。
     为了使招投标活动具有更加公平、公开、公正的“三公”性,本文应用知识工程和决策支持系统的理论,以提高工程项目评标问题的公正性、科学性以及智能化为目标,实现了评标问题在计算机中的知识表示,同时,设计并实现了“工程项目评标智能决策支持系统”。
     本文主要做了以下几个方面的工作:
     1 在研究了国内外大多数评标方法的基础上,采用了“合理低价法”和“百分制打分法”进行工程项目评标,更好的实现了与国际接轨。
     2 应用知识工程中知识表示的理论,引入问题的“树状表示法”,将土建工程项目的招投标以及评标问题在计算机中表示了出来。
     3 以“大连市建委招标处”为背景,设计并实现了“土建工程项目评标智能决策支持系统”,为评委的评标工作提供了辅助决策,同时也更好的实现了评标的“三公”性。
     本文提出了关于工程项目评标问题的“树状表示法”,具有一定的理论意义和应用价值。同时,本系统已经在实际中得到了广泛的应用,得到了用户的好评。
Tender evaluation is the primary stage, and is the key factor whether a bid and tender is success or not. However, the domestic tender evaluation at present is often processed by the committee, which organized by the owner or the agency company. During the course, sometimes because of the more subjectivity, the more qualitative factor and the less quantitative analysis, the fairness of tender evaluation is suspected.
    For the fairness, opening, justness of tender evaluation, the theories of knowledge engineering and DSS are applying. Aiming at improving the fairness, scientificalness and intelligence of tender evaluation problems of engineering project, knowledge representation of tender evaluation in computer is realized. At the same time, a tender evaluation IDSS system for engineering project is designed and realized.
    The research of this paper is as follows:
    1 Based on most methods of tender evaluation at home and aboard, "rational low price law" and "hundred-mark system" are adopted here, which realized to connect with international.
    2 The theory of knowledge representation is applied, tree-like presentation of problem is adopted, and the bid and tender problem and tender evaluation problem on building projects are represented in computer.
    3 At the background of "the tender department of Dalian capital construction commission", a tender evaluation IDSS system on engineering project is designed and realized, and aid decision making for commissions is supplied. At the same time, the character of "three-fair" can be embodied very well.
    "Tree-like representation" on tender evaluation of engineering project is put forward here, which is the first application of "tree-like representation" in bid and tender, has the actual value not only in theory but also in application. At the same time, this system has been widely applied in practice, and got favorable comment of user.
