河北省农村劳动力转移培训阳光工程现状与对策研究

摘要
我国是一个农业大国,农业、农村和农民问题始终困扰着我国的经济发展。由于地区发展不平衡及历史等原因,我国产生了大量的农村富余劳动力。农村富余劳动力的产生是一个伴随生产力发展和产业结构调整的必然过程。解决好农村富余劳动力的转移就业问题,是促进城乡经济统筹发展,全面建设小康社会、落实科学发展观的具体要求。实现我国农村富余劳动力转移就业,有利于我国经济持续、健康、快速发展；有利于保证国家的政治安定,社会的长治久安。为了解决农村富余劳动力的就业问题,增加农民收入,我国自2004年开始在全国开展了农村劳动力转移培训阳光工程。
河北省自开展农村劳动力转移培训阳光工程以来,通过培训已转移就业农村劳动者460多万人。通过实施阳光工程,促进了农村富余劳动力的就业,增加了农村劳动者的收入,实现了农村劳动力的有序流动,推动了河北省和劳动力输入地经济的发展。本文以河北省农村劳动力转移培训阳光工程为例进行研究,全文共分为六部分：第一部分,对农村富余劳动力转移相关概念进行界定,并简单论述了国内外关于本研究领域的理论成果；第二部分对河北省农村富余劳动力转移的基本情况及现状进行了分析；第三部分,对河北省阳光工程的运行机制进行了论述；第四部分,分析了河北省阳光工程存在的主要问题及制约因素；第五部分,介绍了其他省市阳光工程的作法及经验；第六部分,提出了促进河北省阳光工程开展的对策建议。
China is a big agricultural country. And the economic development of China is always perplexed by the agriculture, the village and the farmer. With the unbalanced development of different regions and the history, the rural surplus labor force appears in our China, which is uninevitable phenomenon with the development of the productivity and the adjustment of the industrial structure. To solve the problem of the surplus labor's employment will promote the city-country prosperity. It also concretely embodies the construction of the well-to-do society and the fulfilment of the scientific development concept. It is also good for the sustainable, healthy and high-speed development of the economy, the country's stability and the long-term development of the society. In 2004,China started the Sunshine Project all over the country to solve the problem of the rural surplus labor and increase their income.
With the Sunshine Project, Hebei has trained more than 40 million farmers. It helps the farmers in Hebei province for the employment,increasing their income, realising the reasonable transfer of the labor and prospering the economic development of Hebei province and the taking-in region. This thesis studies the Sunshine Project by taking Hebei province as an example and falls into six chapters:the first chapter defines the relevant concept of the surplus rural labor and simply elaborates on the domestic and foreign theories about this research. The second chapter talks about the basic situation and the current situation of the rural surplus labor in Hebei province. The third chapter discusses the current situation of the Sunshine Project in Hebei province. The forth chapter analyzes the major problem and constraints of the Sunshine Project in Hebei province. The fifth chapter introduces some other provinces'Sunshine Project and their experience. The six chapter makes some suggestions on the Sunshine Project.
