新一代农业银行信息技术平台架构的研究

摘要
2006年底,中国银行业已全面对外资开放,我国银行将面临前所未有的竞争压力。同时,信息时代的到来也正在改变着我国银行的发展和竞争方式,从战略的高度思考银行信息技术的发展成为必然。银行业是信息技术应用最为重要的行业之一,当前国内各家银行都具备了广泛的计算机应用基础,形成了贯穿所有业务、所有机构的计算机网络系统,拥有数量众多、价值巨大的电子设备和机具,开发出适应竞争需要、品种繁多的金融产品,信息技术在同业竞争和市场拓展中发挥出决定性作用。因此,中国金融业必须将银行与IT连成一体,打造属于自己的具有良好IT架构的新一代信息技术平台,使业务与信息技术能够相辅相成、互相促进。在这样的情况下,农业银行面对经济金融全球化速度的加快、客户需求的日趋多样和消费观念逐渐趋于理性化、信息技术的日新月异和更加激烈的同业竞争等新形势的严峻挑战时,应该架构怎样的信息技术平台才能在竞争中立于不败之地,是一个值得认真研究的重要课题。
     本文以农业银行为研究对象,探索适合农业银行的新一代信息技术平台的架构,试图使信息技术具有可操作性,能够在实践中为农业银行的发展战略所用,提高农业银行的核心竞争力,促进农业银行在日后的发展。本文通过对国内外信息技术的研究现状的综述,梳理了信息技术平台架构的理论依据;分析农业银行信息技术的现状及在信息技术发展战略中存在的问题,并提出相应的应对策略;借鉴国内外银行的先进管理模式和经验;试图根据农业银行的特点,整合农业银行现有的信息技术资源,从农业银行信息技术平台架构的基本思路、实施步骤、目标架构及主要任务,来试图构建新一代农业银行信息技术的实践平台。在平台的架构中尤其是金融服务系统、经济管理信息系统是本文的亮点。
     本研究期望为国内银行业信息技术平台架构提供参考和借鉴。
At the end of 2006, China’s Banking has been comprehensively opened to the outside world. China’s banks will face fierce competition never before. At the same time, the arrival of information age is also changing the banks of China’s development and the competitive mode, reflection from a strategic height on the development of the bank information technology is being into inevitable. In application to information technology, banking is one of the most important industries. Currently domestic banks have had a wide range of computer applied foundation, have formed computer network system which penetrated all business and all organization, have hold electronic installation and machines with large number and tremendous value, have developed the application to competition and the wide variety of financial products. Information plays a decisive role in the same industry competition and market expansion. Therefore, the Chinese financial industry must unite the bank and IT as one body, and create new generation information technology platform with good IT infrastructure, make business and information technology can complement and promote each other. In such situation, facing the speeding up of the economical financial globalization, the customer demands gradually tends to the diversified and the consumption ideas to the rationalization, the information technology changing with each new day, more intense competition in the industry and such as severe challenges, the Agricultural Bank should adopt what kinds of information technology development strategy to be able in the competition to be in an pregnable position, is important topic which is worth researching earnestly.
     This paper is a research on the Agricultural Bank, exploring the appropriate system for the new generation information technology platform in Agricultural Bank, trying to make the information technology be handling and helpful for the development of Agricultural Bank, improving the core competitiveness of the Agricultural Bank, and promoting the agricultural bank in the future development. This paper summarizes the current research status in the field of information technology of other countries; settle the theory foundation of information technology platform; analysis the current situation of the information technology in Agricultural Bank; find problems and the reasons of these problems in creating the new generation information technology platform in Agricultural Bank; profits advanced management pattern and the experience from domestic and foreign banks; try to create the new generation information technology platform in Agricultural Bank by the aspect of basic ideas, implementation steps, the target architecture and primary mission. The Financial Services System and the Economic Management Information System in the platform are the shining points.
     This research hopes to be the reference and example for the architecture of information technology platform in domestic banks.
