陕西省群众体育事业发展水平综合评价研究

摘要
群众体育是我国体育事业的基础,是社会主义现代化建设的重要方面,也是社会主义精神文明建设的重要组成部分。近年来,随着陕西省经济和社会的不断发展,居民生活水平的显著提高,陕西省群众体育事业也得到了较快发展。但是由于陕西省地跨秦岭南北,人口众多,民族的、地域的差异,城乡的、社区的差异,活动人群的差异以及经济发展的差异导致了陕西省群众体育事业发展的不平衡。因此,仅用少数指标很难对陕西省群众体育事业的发展水平进行全面客观的评价,各级体育职能管理部门为了更好地促进区域内群众体育的发展,迫切需要进行这方面的深入研究。建立陕西省群众体育事业发展水平评价指标体系,是客观地评价和监测陕西省群众体育事业发展现状的需要;是充分发挥综合评价的导向功能、管理功能、促进功能、预测功能、鉴定功能、交流功能及调控功能,深入研究群众体育发展规律的需要;为研究和制定群众体育事业发展目标和制定群众体育事业发展各项具体政策提供科学依据。加快建立陕西省群众体育事业评价指标体系,测度陕西省群众体育事业发展进程,以满足各级体育职能管理部门不断增长的统计信息需求,是亟待解决的重要问题。
本研究运用文献资料法归纳和总结了群众体育评价指标体系的研究现状,从陕西省群众体育发展的总目标出发,运用系统论的观点与方法,借鉴国内外群众体育事业综合评价研究的有益经验,立足于陕西省群众体育事业发展的实际情况,充分考虑陕西省群众体育事业未来发展的需求,运用体育学、统计学、社会学等多学科理论,通过预选评价指标及评价指标的筛选,在征询专家意见和建议的基础上,最终确立了陕西省群众体育事业发展水平评价指标体系,包括投入类指标、活动类指标、产出类指标3个一级指标;群众体育基本状况指标、群众体育基础条件指标、体育经费指标、群众体育发展状况指标、群众体育绩效指标5个二级指标以及18个三级指标。评价指标体系的权重系数,运用层次分析法予以确定;评价指标的无量纲化处理采用相对化处理的方法,最后根据陕西省群众体育事业发展水平评价标准,对参与综合评价的各市区群众体育发展水平进行实证评价,帮助各市区采取相应措施改进和加强群众体育工作,对促进群众体育事业不断发展具有重要的理论参考价值和指导意义。
Mass sports is the basis for China's sports undertaking was the construction of socialist spiritual civilization and an important part, is an important aspect of the socialist modernization drive. The establishment of Shaanxi Province, the level of development of mass sports cause evaluation index system is an objective evaluation and monitoring of Shaanxi Province, the development of mass sports in the status quo needs; a full comprehensive evaluation of the orientation function, management function, the promotion of function, prediction, identification features, the exchange of function and regulation functions, in-depth study of laws governing the development of mass sports needs; for research and development group Public sports development objectives and the development of mass sports in the development of specific policies and provide a scientific basis. Accelerate the establishment of mass sports in Shaanxi Province evaluation index system for measuring the masses of sports in Shaanxi Province in the development process in order to meet the functions of management departments at all levels of sport's growing demand for statistical information, an urgent need to resolve important issues.
This study summarized the use of literature and data and summary of the evaluation index system of mass sports status of research on the development of mass sports in Shaanxi Province from the overall objective, the use of systems theory point of view and methods, drawing on domestic and international mass sports cause of the useful experience of a comprehensive evaluation studies , based in Shaanxi Province, the development of mass sports in the actual situation, give full consideration to the masses of Shaanxi Province, the needs of the future development of sports undertakings, using sports science, statistics, sociology and other multi-disciplinary theories, through the pre-evaluation index and evaluation of indicators for screening, in the seek expert advice and recommendations based on the Finally established the cause of Shaanxi Province, the level of development of mass sports evaluation index system, including input type indicators, activities, class indicators, targets three categories of output-level indicators; mass sports basic status indicators, indicators of basic conditions of mass sports, sports and financial indicators, the masses sports development status indicators, mass sports performance indicators and 18 the third indicators. Evaluation index system of weighting coefficients, using AHP to be determined; evaluation index of the relative non-dimensional treatment of treatment methods, the final mass sports in Shaanxi Province, according to the level of development of evaluation criteria, for participating in the comprehensive evaluation of the level of sports development in the urban mass of empirical evaluation of the urban areas to take corresponding measures to help improve and strengthen the mass sports work, and for the promotion of mass sports cause of the continuous development of an important theoretical reference value and significance.
本研究运用文献资料法归纳和总结了群众体育评价指标体系的研究现状,从陕西省群众体育发展的总目标出发,运用系统论的观点与方法,借鉴国内外群众体育事业综合评价研究的有益经验,立足于陕西省群众体育事业发展的实际情况,充分考虑陕西省群众体育事业未来发展的需求,运用体育学、统计学、社会学等多学科理论,通过预选评价指标及评价指标的筛选,在征询专家意见和建议的基础上,最终确立了陕西省群众体育事业发展水平评价指标体系,包括投入类指标、活动类指标、产出类指标3个一级指标;群众体育基本状况指标、群众体育基础条件指标、体育经费指标、群众体育发展状况指标、群众体育绩效指标5个二级指标以及18个三级指标。评价指标体系的权重系数,运用层次分析法予以确定;评价指标的无量纲化处理采用相对化处理的方法,最后根据陕西省群众体育事业发展水平评价标准,对参与综合评价的各市区群众体育发展水平进行实证评价,帮助各市区采取相应措施改进和加强群众体育工作,对促进群众体育事业不断发展具有重要的理论参考价值和指导意义。
