面向通信企业财务系统的二次开发

摘要
财务系统已经涵盖了企业会计和财务管理的主要职能,财务系统将不再是单纯的信息系统数据的核算,更重要的是通过分析用户需求,结合企业管理的实际情况,重新优化财务系统的流程和框架,通过财务系统操作流程的变化来改变企业的管理流程,改变信息流、数据流的方向,既然满足财务管理的要求,又整合收集企业中的财务信息数据。
     在通信企业也不例外,随着竞争的加剧烈,通信产品多样化的推出,管理需求的也在不断提出更高的要求。企业精细化管理的要求,对财务信息的共享性需求提出了越来越高的需求。原有的企业以ORACAL为基础的MIS系统虽然在企业内部建立起了物流系统、人力资源管理系统,优化了财务系统,但MIS系统只是单纯的面对物流人员、人力资源人员和财务人员,整个的用户仍然限制在小范围内;且国外引进的软件只能部分汉化,用户界面不友好;业务的发展和后台联系的不紧密,造成相关数据脱节;效率不高,数据仍然需要人工统计,尚未实现自动化;预算控制一般维持在事后,通过人工方式实现。为了扩大系统的使用对象,紧密联系前台业务的发展后台最终财务数据,我们对原有的MIS系统财务部分进行了二次开发,针对不同的用户对象,分析与之对应的用户需求,设计了友善的用户界面,让企业全体都参与进来,即所谓的“大财务”;根据不同的管理要求设置了与之对应的用户界面;对财务数据进行了分类整理,利用网络优势,实现无纸化的电子报销;通过全员参与,收集了更多的数据信息;通过系统自动归档,实现信息的自动统计;设立与其他数据库的接口(如计费系统),实现不同数据库的数据的相互转换;在电子报销过程中实现预算事中控制。
     财务系统的二次开拔把普遍的企业管理原理与企业的特殊情况相结合,实现标准化与个性化的完美结合。通信企业利用Oracle数据库和原有的MIS系统,二次开发出适合于通信企业管理的需要的电子报销系统、合同审签系统和预算管理系统,很好地满足了通信企业的特殊需要,实现了帐务处理的标准化,同时整合了企业的管理流程。

The original enterprise take ORACAL as the foundation MIS system although established the physical distribution system, the human resources management system in the enterprise interior, optimized the financial system, but the MIS system only was pure facing the physical distribution personnel, the human resources personnel and the financial personnel, the entire user still limited in the small scope And the overseas introduction software only can partly chinesize, the user interface not be unfriendly; The service development is not close with the backstage relation, creates the correlation data to come apart; The efficiency is not high, the data still needed to count artificially, realized the automation not yet; The budget control maintains generally at afterwards through artificial way to be realized. In order to expand the system's user, relates the onstage service closely the development backstage final finance data, the re-development have been carried on the original MIS system finance part. In view of the different user object, with analyzing user demand, friendly user interface has been designed which let enterprise all participation, which is called "Big Finance". It has established the user interface according to the different management request; classified the financial data; make the use of network superiority, the realization paperless electron has reimbursed; Participation through the whole staff, has collected the more data message; Through the system automatic filing-up, realizes the information automatic statistics; Sets up with other database connection (for example cost system), realization different database data inter translation; Reimburses in the process in the electron to realize in the budget matter to control.
     The financial system sets out the universal business management principle and enterprise's peculiar circumstance unifies two times, realization standardization and personalized perfect union. The communicating enterprise uses the Oracle database combining the original MIS system, the re-development suit for the electron reimburse system is needed in business management. It has met the enterprise's special request well, and has realized the bookkeeping processing standardization, simultaneously conformity enterprise's management flow.
