面向道路交通的集成化智能监控平台设计与开发

摘要
近年来,随着机动车保有量迅速增长,全国主要的国、省道路面由于违法行为导致的道路交通事故大幅增长,路面交通管控缺乏有效的技术手段,严重危害着人民群众的人身和财产安全。随着涉车案件以及利用车辆作为交通工具进行违法犯罪事件的大幅增加,迫切需要对道路机动车进行监控和信息分析,达到“实时监视、联网布控、自动报警、快速响应、科学高效、信息共享”的综合管理效能。
     本研究采用了先进的嵌入式智能卡口技术、号牌识别技术、大容量数据库技术、进程间通信技术和信息系统集成技术,以及基于Web服务技术和密钥技术,设计开发了一个用于道路交通实时动态监控的集成化智能平台(下面简称“平台”)。该平台通过对大量分布式前端异构卡口设备的安全高速实时接入,对卡口过车图像信息、特征信息和视频信息的实时采集和监控,实现了车辆多点跟踪、查缉布控和即时报警,以及基于GIS技术的区域道路实时交通状况分析及行车轨迹分析等功能。
     本论文共分五个章节,第一章阐述了研究的背景、现状、内容、目标和意义;第二章从不同的层面对系统的功能和非功能需求进行了分析;第三章从框架、性能、安全等方面对系统进行了总体的设计;第四章对系统的各项的功能进行了详细的设计;第五章对研究工作进行了简要总结并列举了应用案例。
     平台可广泛应用于国内主要国省道、省际卡口及周边道路,有效提升道路动态管控能力,对于满足公安交通、治安、刑侦等部门对交通违法、肇事逃逸、盗抢机动车等嫌疑车辆的监控与打击工作的迫切需要,具有重要的社会效益。
In recent years, as the vehicle inventory grows rapidly, the number of accidents arises quickly in main state and provincial roads caused by illegal traffic activities. It also does great harm to people's personal and property safety due to the shortage of effective traffic control technology. Considering the rising illegal crime that vehicles involved, we urgently need to monitor motor vehicles and analyze the traffic information so as to meet the demand of comprehensive management such as monitoring in real-time, setting network to ensure effective monitoring, warning automatically, acting quickly, and information sharing.
     This research applies advanced embedded intelligent checking technology, license plate number identification technology, large capacity database technology, process communication technology, information system integration technology, Web- based service technology and Code Key technology to design and develop a integrated intelligent platform used to monitor road traffic situation(abbreviated as“platform”in the following part ). This platform has many functions,such as multi-point trace,checking under instruction, warning at real-time,analyzing district road traffic situation by GIS technology,and passed vehicles and driving track by safe high-speed connection to the massive distributive front facility in inter-provincial points,it can also be used to collect and monitor the checkpoint vehicles’passing picture information,characteristic information and video information.
     This thesis consists of 5 chapters.The 1st one illustrates the background, the status quo, content, objectives and significance of the reseach., In the second chapter, the functional and non-functional elements are analyzed in different aspects. In the third chapter, the overall design of the system’s framework, performance, security and other aspects are discussed. The fourth chapter emphasizes the detail description of each function. The applied case and brief research summary are listed in the fifth chapter.
     This platform can be widely used in state highway, provincial and inter-provincial ways and some branch roads. The application of the traffic security system will provide great social benefits by effectively enhancing dynamic road monitoring capability and enabling public security departments to effectively control and fight illegal traffic activities, hit-and-run crime, steal and rob motor vehicles.
