中国石油石化行业碳排放波动与低碳策略研究

摘要
石油石化行业是我国碳排放来源的众多企业之一,也是导致我国碳排放量增加的一个方面,由于其行业的特殊性,既属于生产能源的企业,也同时是消耗能源的大型企业。影响石油石化行业碳排放量的因素有很多,研究我国石油石化行业的碳排放波动情况、影响因素及低碳发展策略具有重要的理论意义和实践价值。
     本文在明确国内外关于石油石化行业碳排放研究现状的基础上,阐述了低碳经济相关理论和低碳经济与石油石化行业的关系,分析了石油石化行业碳排放现状。利用1995年-2010年统计年鉴,采用IPCC中排放因子的计算方法,一是计算了1995年至2009年石油石化行业中油气开采和石油加工业的碳排放量,并对石油石化行业中这两个不同类型的部门进行了对比分析;二是计算了全国各个省的石油石化行业碳排放量,并分析了造成不同省市石油石化行业碳排放差异的原因。然后采用”两阶段”LMDI方法,从产出规模、能源结构、排放强度和能源强度四个方面进行分析,得出减少碳排放的关键变量是”能源强度”和”产出规模”并对其再次分解,从而找出影响我国石油石化行业碳排放波动的主要因素。最后针对这些因素从政策机制、能源强度、产业结构等方面对我国石油石化行业低碳发展提出了实施策略,为我国石油石化行业实现低碳发展提供了有价值的决策参考。
Petroleum and petrochemical industry is one of the many sources of carbonemissions, and also led to the China's carbon emissions increase, due to its specificcharacteristic, they are not only the type of energy production industry, but also thelarge energy consumption of enterprises. There are many factors can affect the carbonemissions of petroleum and petrochemical industries. To research the fluctuations of thecarbon emissions of the China's petroleum and petrochemical industries, influencingfactors and low-carbon development have strategies practical value.
     On the basis of clear on the carbon emissions of the status quo of the petroleum and petrochemical industries at home and abroad,expound the relationship between the theory of low-carbon economy and low-carbon economy and the petroleum and petrochemical industry,.make ues of the1995-2010Statistical Yearbook of the IPCC emission factor calculation method, First, calculating the carbon
     emissions of1995-2009oil and gas exploration in the petroleum and petrochemical industries and oil processing industry, furthermore, compare and analysisthe petroleum and petrochemical industries in these two different types of departments; second,calculating the carbon emissions of the petroleum and petrochemicalindustries in the various provinces, and analyzing the reasons for the differencesin carbon emissions of the petroleum and petrochemical industries in different provinces. Then using the “two stage” LMDI method. Analysising the four aspects as the output size, the energy structure, the emission intensity yard the energy intensity, and find the key variables to reduce carbon emissions are “energy intensity” and “output size”,then decomposition them again in order to identify themain factors of affecting the fluctuations in the carbon emissions of petroleum and petrochemical industries in China. Finally, put forward the strategy from theaspect of the policy and mechanisms, development, industrial structure and other aspects to the low-carbon development of China's petroleum and petrochemical industries, and provide valuable reference for decision-making.to the developmentof low carbon road for China's petroleum and petrochemical industries.
