秦皇岛TD-SCDMA试验网项目管理中的风险研究

摘要
移动通信业是目前电信业发展的主要力量,随着3G移动通信技术的成熟,目前已在全球获得了大规模商用。TD-SCDMA作为我国在移动通信领域第一次提出的3G技术标准,将完全改变我国目前以市场换技术的被动局面,深刻地影响到整体通信运营企业的战略布局和长远发展。其在3G网络中的重要地位,新的技术变革带来的网络建设风险和管理风险,都决定了在TD-SCDMA项目建设过程中引入风险管理是十分必要的。本文在总结国内外风险管理研究的基础上,提炼出论文的理论基础,然后以此为前提,全面、系统地分析了秦皇岛TD-SCDMA试验网项目的各种风险因素及相关风险识别方法,进而利用常规的风险分析评估技术,对该项目建设的风险管理进行了实证分析,确定了面临风险程度的相对大小及影响网络建设项目各风险因素的主次关系。
     本文以秦皇岛TD-SCDMA试验网项目建设为案例,提出了相应的风险管理防范策略及减少风险潜在损失和提高风险控制能力的具体对策,为中国移动其他地区TD-SCDMA网络建设的风险管理提供了一定的参考。
Mobile communication is already the major power of the. development of telecommunication. As 3G technology get more mature today, cosmically commercial use realizing in global area. TD-SCDMA as China in the mobile communication field the first time that 3G technology standard, would completely change China's current market for technology of the passive situation, a profound impact on the overall communication strategy of enterprises operating in the layout and long-term development.3G networks in the important role of technological change brought about by the new network construction risk and manage risk, have decided in the TD-SCDMA project construction process of the introduction of risk management is very necessary. In this paper, summing up the study of risk management at home and abroad, based on the theoretical basis to extract the paper; and then as the premise for a comprehensive, systematic analysis of the Qinhuangdao, TD-SCDMA trial network projects of various risk factors and the associated risk identification methods, and then the use of conventional risk analysis assessment techniques, risk management in the construction of the project carried out an empirical analysis to determine the level of risk faced by the relative size and impact of network construction projects of various risk factors for primary and secondary relationships.
     In this paper, Qinhuangdao TD-SCDMA trial network construction projects as an example, put forward the corresponding risk management strategies to prevent and reduce the risk of potential losses and improve the ability of specific risk control measures for other parts of China Mobile TD-SCDMA network construction risk management provides some reference
