视频监控系统设计与工程应用

摘要
随着国民经济的迅速发展及信息技术,网络技术的迅速发展,监控系统在各行业的应用日渐广泛,目前,监控系统已经不是单单在通信,交通,安全等行业应用。它在逐步向其他行业,公众方向发展。
     视频监控系统是安全防范系统的组成部分,它是一种防范能力较强的综合系统。视频监控以其直观、方便、信息内容丰富而广泛应用于许多场合。近年来,随着计算机、网络以及图像处理、传输技术的飞速发展,视频监控制技术也有长足的发展。
     近年来,我国整体经济实力显著增强,但社会治安状况也日趋复杂,公共安全问题不断凸显,城市犯罪突出,手段不断更新、升级。这些都迫切要求加快发展以主动预防为主的视频监控系统。而且,自美国“9·11事件”和伦敦地铁爆炸案之后,应对突发事件的城市应急防范系统成为新的安防建设热点。
     2005年9月中国公安部正式启动城市联网报警与监控系统建设,在全国范围内,在省、市、县三级开展报警与监控系统建设工程,推动“平安城市”的建设步伐。目前,各主要城市如北京、广州、深圳、杭州等城市已经开始加快建设城市的视频监控系统。除了这些大城市外,地市城市也已经加快,加大了城市视频监控的力度,仅在河南,我公司就已经承建安阳,三门峡,新乡,洛阳等城市的视频监控系统。各个城市视频监控管理系统是衡量一个城市现代化管理水平的重要体现,是实现一个城市乃至整个国家安全和稳定的重要措施。建立合理,有效的城市视频监控管理系统,才能够使政府管理部门在第一时间发现问题,提出应对措施及应急预案。
     另外,随着大众用户安全意识的不断提高,公众用户也不断的提出了安全防范及视频监控服务的需求,对于中小企业,商户,家庭用户等在视频监控方面的需求给运营商提供了市场。但是,这些用户没有资金,也没有必要建立单独的监控平台,需要运营商提供相应的服务。
     那么,视频监控系统就需要在运营商现有的传输网络上进行实现,就是本文研究的运营级的视频监控系统。本系统主要解决以下技术:
     基于流媒体分发,解决对传输、设备资源的合理分配及应用;
     基于统一视频转码的接入网关技术,解决不同视频前端设备的接入;
     面向视频监控的高效编码实现系统的容错性、可伸缩性、智能化;
     完善的业务运营平台实现整个视频监控系统中的业务运营、内容管理、分发功能和用户注册、管理。
     针对以上问题本文结合多年工程经验,并通过对目前电信运营商,行业用户在视频监控系统设计、建设的调查,分析将就以下问题进行阐述:
     对视频监控现状及发展方向的分析;
     针对电信运营级的视频监控系统提出关键性的技术问题;
     对关键技术进行分析,结合实际的解决方案进行研究;
     结合实际的工程方案对视频监控系统的工程应用从工程设计和工程管理两方面进行研究。
     通过对以上内容的研究,为视频监控在运营商传输网络中的实现提供可行性,并通过实际的工程应用检验系统的效果。
Along with the rapid development of the national economy, the information technology and the network technology, monitoring system in various industries become more widely used. Today monitoring system not only appears in industrial applications such as communication, transportation and security field,but also goes to other industries and the public direction.
     As a part of the security system, video surveillance system shows strong Prevention capability. Its convenient, intuitive and rich information content make video monitoring widely applied in many occasions. In recent years, along with the development of computer, network and image processing technology, video surveillance system technology has made great progress.
     Recently the increasing complexity of social security urgently requires to speed up the development of video with active prevention monitoring system. Since the United States "9-11 incident" and the London subway bombings, emergency response system of city construction has become a new hotspot of security construction.
     In September 2005, to promote the pace of "Peace City" building, China's ministry of urban network alarm and monitoring system is carried out at the provincial, municipal and county levels. At present, the major cities such as Beijing, Guangzhou, Shenzhen, Hangzhou have begun to accelerate the construction of the city's video surveillance system. Other cities also have been accelerated to increase the intensity of the city's video surveillance.
     Video surveillance management system presents the city' level of modern management, and is an important measure to achieve a city or even the entire national security and stability. A reasonable and effective urban video surveillance management system can be able to make the government administration to discover problems at the first time and put forward counter measures.
     As the public has become more and more aware of the security problem, public users are continuously show a safety precaution and video monitoring service needs. Small and medium enterprises, businesses and home users'needs in the video surveillance is driving the market. Although those users do not have funds, so it is not necessary to establish a separate monitoring platform which require operators to provide the appropriate services.
     Thus the video surveillance system will be achieved on the operator's existing transmission network. This is the carrier-class video monitoring system, presented in this work. The system is mainly aimed to solve the following technologies:
     1、Based on streaming media technology, solve transmission distributed resources, equipment, reasonable distribution of resources and applications;
     2、Based on the unified video transcoder technology of access gateway, to address different video access to front-end equipment;
     3、Face video frequency monitoring highly effective code, realization of the system fault, scalability, and intelligence;
     4、Perfect business operations platform, realize the video monitoring system of business operation, content management, distribution function and user registration and management.
     Analysis in this work will be carried as the below questions elaborated:
     1、Video surveillance status and development analysis;
     2、For carrier-class video surveillance system proposed by the key technical issues;
     3、Analysis of key technologies, combining practical solution to study;
     4、Combined with practical engineering solutions, on the video surveillance system of the applications from the engineering design and project management both for research.
     Researches mentioned above provide feasibility for video surveillance' implementation in the operators' transmission network,and examine the application results in practical engineering system.
