开磷企业(2000-2015)战略管理研究

摘要
企业战略是在市场经济条件下,企业面对激烈竞争、严峻挑战的形势下所作出的谋略和计策;是企业为了长远生存和发展所作出的谋划;是一系列战略性决策的成果。为了正确制定企业战略,企业必须从实际出发,正确地总结历史经验,深入地分析企业内外情况,科学地预测未来发展。
     战略管理是企业经营管理实践的产物。企业战略源于企业计划,企业战略管理脱胎于企业长期规划。企业战略管理的演变进过程是从长期规划时代,到战略规划过渡时期,再到战略管理时代。随着我国企业的不断发展壮大,以及加入WTO后经营环境的全球化,必然导致我国企业对战略管理的重视和应用,相信在未来的几年内我国企业将会出现战略管理应用的高潮。贵州开磷(集团)有限责任公司(简称开磷集团)始建于1958年,是国家重点投资建设的三大磷矿石生产基地之一。经过四十多年的建设,目前已形成矿肥结合、矿化结合为一体的大型磷化工企业集团。本文首先论述了战略管理在中国及西方的发展过程;然后根据开磷集团的现状,按照企业战略管理的分析方法,对开磷集团的外部环境、内部条件进行了调查,并对调查成果运用企业外部环境分析的PEST方法、行业环境分析的五种量化分析方法和著名的SWOT分析方法等进行了综合分析研究。文章针对开磷集团的特殊性,从管理结构的初步设想,经营发展规划,市场营销规划,人才培养规划,环境保护和科技发展规划等多方面进行了较深入的研究,提出了如下发展战略:
     1、充分利用和发挥磷矿资源优势,确保矿山的可持续发展是开磷集团赖以生存发展的根本基础。
     2、围绕开磷集团发展总体目标,不断扩大化工发展规模,加速精细化工产品的开发是发展的根本所在。
     3、有效吸纳资金,不断扩大资金积累是开磷集团发展的前提。
     4、通过管理和科技创新降低成本,提高效益是开磷集团发展的必然手段。
Corporation strategy means ruse and stratagem for that enterprises face to drastic competitions and austere challenge on condition of market economy; it is a design for long exist and development, and it is also a harvest of a series of strategic decision making. In order to establish corporation strategy correctly, corporations should start from practice, and sum up historical experiences correctly to go deep into analyzing the instance of the inside and outside of corporations, and forecast the development in the future of corporations scientifically.
    Stratagem administration is the outcome of business administration practice in corporations. Corporation strategy is the root of corporation program, corporation stratagem administration is bom out of long-term corporation programming. The evolution process of corporation stratagem administration is a process that from long-term programming period to stratagem programming interim, and then to stratagem administration period. The development and the grandness of the corporation in our country, and the management circumstance global after the entrance of WTO, which should cause to the recognition and application to corporation stratagem administration for the corporations in our country, so I believe that in the coming several years, there will be a high tide for the application of stratagem administration in the corporations in our country.
    Guizhou Kaiyang phosphorite Co. Ltd. (KPC) was constructed in 1958, which is the one of the emphases investment for the construction of the three biggest phosphorite production bases in our country. Passed more than 40 years' construction, it has been formed a large scale phosphor chemical industry enterprise which integrated the mine fertilizer combination and mine mineralization combination. It is discussed about the development process of stratagem administration in China and the West in the paper. According to the actuality of KPC and the analysis method of corporation stratagem administration, we researched the outside and inside circumstance of KPC, and analyzed the research result by the PEST way of outside circumstance of corporations analysis, the five power ways of the industries circumstance, and the famous SWOT analysis ways etc.
    During the investigation and the researching for the development of corporations, in allusion to the particularity of KPC, the paper points out:
    1, Utilizing and exerting the advantages of phosphorite wealth fully, insuring the continuable development is the fundamental element on which KPC depends to live.
    2, Surrounding the collectivity development goal, continuously extending the development scale, and speeding up the exploitation of the fine chemical industry productions, which are the fundamentality.
    3, Absorbing capital effectively and continuously extending the capital accumulation are the precondition for the development of KPC.
    4, Reducing cost through the administration and the innovation of science and technology and increasing benefits are the necessary means for the development of KPC.
