四川省道路旅客运输安全管理机制的研究

摘要
近年来,四川省道路旅客运输业发展迅猛,完成的客运量、旅客周转量在旅客运输体系中所占的比重逐年增长,一个干支相连、覆盖城乡、遍布全省的道路客运网络已基本形成。但是,四川省由于特殊地理位置、自然条件以及道路状况,道路安全形势历来比较严重。道路旅客运输交通的安全管理机制存在弊端,安全形势不容乐观。借鉴国内外先进的安全管理经验,提出道路交通事故的安全管理对策,创新交通管理部门的监督管理机制,同时在交通企业引进现代安全管理模式,完善四川省道路旅客运输业的安全管理机制,达到抑制和消除交通事故的发生的目的,促进四川省道路旅客运输业的持续、快速、健康发展。
本课题首先探讨管理机制的内涵、外延、地位及作用,总结出模式与机制的联系,并对国内外现有的主要安全管理模式进行归纳,总结出先进安全管理模式的共性,为完善四川省道路旅客运输安全管理机制做了充足的理论准备。
接着详细分析了道路旅客运输市场现状及道路交通安全现状,归纳总结出道路旅客运输事故的特点,指出四川省道路旅客运输存在的问题以及改善措施。
随后,本课题对四川省交通厅的组织结构、安全管理职责和其他交通部门的安全管理职责以及四川省交通企业存在的安全管理的不足进行了详细描述。在对四川省交通企业安全管理现状分析中,重点分析了四川省汽车运输成都公司,并对其安全管理现状进行了定性和定量分析。
最后在此基础上,运用系统工程、运筹学、安全系统工程等理论与方法,更进一步明确四川省交通管理各部门在交通安全管理中的职责及从安全方针与目标、安全管理理念、组织结构、安全文化、安全管理运行模式五个方面对交通企业安全管理模式进行了改进,并就交通部门如何对客运企业的安全管理进行指导进行了详细的论述。
In recent years, the industry of road passenger transport is developing rapidly in Si-chuan province. The proportions of volume of passenger and passenger carrying capacity are increasing in passenger transport system and a road passenger transport network has taken shape.
However, due to the special geographical location, natural conditions and road conditions, road safety has always been serious. Both in the transportation government and enterprise, there are some of irregularities in the safety management mechanism.
To Suppress and eliminate traffic accidents and promote the sustained, rapid and healthy development of the road passenger transport industry in Sichuan Province, we should take advanced management experience from domestic and foreign department, build the strategy of safety management of road traffic accidents, innovate in traffic supervision and mechanism of management, introduce modern safety management model in traffic company, and improve safety management mechanism of road passenger transport industry.
First of all, the paper talks over intension, extension, status and role of the management mechanism, and then sums up the relationship between mechanism and mode. It also generalizes the main existing domestic and international safety management mode and sums up the commonality of the advanced security management mode to make adequate preparations for the improvement of the road passenger transport safety management mechanism.
Then, the paper analyzes the road passenger transport market situation and the status of road traffic safety. It also sums up the regular patterns of traffic accidents and brings out the safety management measures.
In the following, the paper defines the existing organization and the safety management duties in the transportation government. Then, due to the deficiency of safety management in the traffic enterprise in the Sichuan Province, the paper focuses on the analysis of the Chengdu traffic company, and has qualitative and quantitative analysis on its current state of safety management.
At last, the thesis clears responsibilities of safety management in traffic management departments by using of systems engineering, operations research and security systems engineering theory and methods. The paper improves the management of traffic enterprise as regards safety objectives and targets, the concept of safety management, organizational structure, the culture of security and security operation model. The thesis discusses in detail how to guide the passenger transport sector enterprise security management.
本课题首先探讨管理机制的内涵、外延、地位及作用,总结出模式与机制的联系,并对国内外现有的主要安全管理模式进行归纳,总结出先进安全管理模式的共性,为完善四川省道路旅客运输安全管理机制做了充足的理论准备。
接着详细分析了道路旅客运输市场现状及道路交通安全现状,归纳总结出道路旅客运输事故的特点,指出四川省道路旅客运输存在的问题以及改善措施。
随后,本课题对四川省交通厅的组织结构、安全管理职责和其他交通部门的安全管理职责以及四川省交通企业存在的安全管理的不足进行了详细描述。在对四川省交通企业安全管理现状分析中,重点分析了四川省汽车运输成都公司,并对其安全管理现状进行了定性和定量分析。
最后在此基础上,运用系统工程、运筹学、安全系统工程等理论与方法,更进一步明确四川省交通管理各部门在交通安全管理中的职责及从安全方针与目标、安全管理理念、组织结构、安全文化、安全管理运行模式五个方面对交通企业安全管理模式进行了改进,并就交通部门如何对客运企业的安全管理进行指导进行了详细的论述。
