广汉机场PBN程序设计研究

摘要
随着区域导航(简称RNAV)技术的逐渐推广使用和航空器机载设备能力的提高以及卫星导航等先进技术的不断发展,近年来,国际民航组织(ICAO)提出了“基于性能的导航(PBN)”概念,涵盖了RNAV和RNP的所有内容,统一了RNAV的标准,不仅包括了RNP规定的获得特定导航精度的要求,还包括了识别飞行程序、区域导航系统功能及机载/地面导航设备能否支持所需导航性能等RNP概念中没有明确要求的内容。此项技术的实施必将使航空业在保证飞行安全、扩大系统容量、提高运行效率、实现机场和空域使用效率最大化等方面将明显提升。
     作为我国建设新一代航空运输系统的核心技术之一,PBN的实施是实现我国民航强国战略计划中的重要组成部分,它的应用和推广将对我国民航的飞行运行、机载设备、机场建设、导航设施布局和空域使用产生重大影响,对有效促进民航持续安全、提高飞行品质、增加空域容量、减少地面设施投入和节能减排等具有积极作用。
     基于性能的导航(PBN)技术是一项充满活力的新兴技术,国际民航组织(ICAO)在2008-2009年两次修订PBN手册和指南,许多方面还没有涉及到,许多规范、标准也在不断的改进和升级之中。
     本文旨在从广汉机场实际需求出发,通过收集和学习国内外PBN相关资料,研究了PBN的组成及特点,详细分析了在不同PBN导航方式、不同飞行阶段、不同地形、需求等条件下飞行程序设计的标准、特点和适航要求,全面系统阐述了PBN程序程序设计的方法和思路,结合广汉机场的现状和需求,对于广汉机场这一个典型的通用航空机场的适用的PBN程序进行了分析和研究,确定了适用的PBN标准,并设计了广汉机场的PBN进近飞行程序。也希望能为有兴趣研究通用航空机场的PBN飞行程序设计者提供一个思路和启发。
Following spreading of area navigation(RNAV) technology, rising of capacity of aboard equipment, and development of satellite navigation and other sophisticated technology. Recently, the international civil aviation organization (ICAO) rise up the "performance based navigation "concept, Including all contents of RNAV and required navigation performance (RNP), trying to unify all of the criterions, including not only the specific precision of RNP navigation requirements, also including the recognition of flight procedures, regional navigation system function and airborne/ground navigation equipment which can support for navigation performance not clear concept RNP content. The implementation of this technology will make aviation in ensure flight safety, expand the system capacity, improve operation efficiency and achieve airport and airspace to maximize efficiency increased.
     As one of the core technology of a new generation of China air transport system, PBN implementation in China's civil aviation is an important part of powerful strategic planning of our country, and it's application and popularization for CAAC will put more importance meaning on flight running, airborne equipment, airport construction, layout of navigation facilities and using of airspaces,will impact on aviation security,promoting effectively continue to improve quality,increase the airspace capacity of flight,reducing ground facilities,the energy saving and emission reduction etc.
     Navigation based on performance(PBN) technology is a vibrant emerging technology, the international civil aviation organization (ICAO) in 2008-2009 revisions PBN manual and guidebook,but many aspects not to be mentioned, many criterions also in constant improvement and upgrades.
     This paper base on the actual demand of guanghan airport, by collecting and studying domestic and abroad PBN related materials, studying the composition and characteristics,. analysis the criterion and the characteristics and regulatory requirements of design of flight procedure in detail, under the condition of different ways, different flight navigation phase, different terrain. Combining with the current needs of guanghan airport, this general aviation airport,applicable PBN procedures are analyzed and studied, found out the applicable criterions, and designed the PBN arrival and approach flight program of guanghan airport. Also hope that interested person to study general aviation airport flight program designers with a PBN ideas and inspiration.
