中国对东盟的经济和安全政策研究(1978-2010)

摘要
中国在1978年改革开放之后,开始了快速的发展,广泛参与到地区的经济贸易中来。这帮助中国逐步赢得了地区的信任。
     在后冷战时代,因为南海主权争论问题,中国曾被视为是地区安全的最大威胁。但是,随着中国加入东盟合作以及其他一些多边和区域组织,中国的威胁形象被逐渐淡化了。
     本文主要是探究中国对东盟的经济和安全政策。全球化理论通常被用来解释中国与东盟关系的本质。本文认为,中国的发展有助于增进地区的和平。基于交往政策,中国在互利和对话的基础上加强了地区的经济和安全合作,用和平的方式来解决区域争端,这些举措都改善了中国的地区形象。另外,中国在1997年金融危机中的所作所为,也极大提高了中国的地区形象。因此中国的发展为东盟国家的发展提供了一个机遇。
     第一章:中国与东盟关系的背景
     中国政府对软实力和交往政策的运用改善了中国的地区形象,通过这些行为,中国消除了亚洲国家对其的担忧和怀疑。
     中国通过与东盟这样的多边和区域组织合作,改善了与东盟国家的经济和安全合作关系,因此也从一个潜在的竞争对手变为了一个潜在的合作伙伴。
     第二章:对东盟的研究
     东盟于1967年8月8日在泰国曼谷成立,其初始成员国有印度尼西亚、马来西亚、菲律宾、新加坡和泰国。东盟并不是这一地区第一个以不同国家领导人举行会谈为形式的区域组织,但是却是这一地区唯一一种可以运作的组织模式。
     东盟建立的目的是为了促进地区的和平与安全。中国直到1990年才加入到与东盟的合作模式中来。自从1978年中国的对外开放政策实施以来,中国开始参加到地区合作中来,通过软实力的应用使得中国赢得了周边国家的信任。到1992年,中国正式与东盟建立了外交关系。
     中国与东盟的外交关系关注于多边主义和合作,旨在营造一个更加和平的亚洲并且寻求共同安全。因此,通过国家间的经济合作,区域安全也得到了保证。所以,中国与东盟的关系是强调和平共处五项原则、经济合作的互利共赢、通过对话赢得互信、和平解决争端。
     第三章:1978年后中国与东盟的经济关系
     中国1978年的经济改革极大的促进了中国的经济发展,而且推行的对外开放政策也使得中国可以与外边的世界建立经济和贸易联系。
     现实主义学派的学者认为在后冷战时代,亚洲的发展是不稳定的。但是,事实证明了这种设想并没有发生在亚洲。中国与周边的国家建立了牢固的关系,在和平的关系中和谐发展。
     中国与东盟的关系关注于互利共赢而非零和游戏,旨在促进地区的互信与经济合作。中国与东盟达成了自由贸易的协定,从而使得双方都可以从这一合作中获利。
     中国与东盟自由贸易区在双方的经济、政治、安全合作上发挥了重要作用。这增加了中国的地区影响力,也平衡了日本和美国在亚洲的影响。第四章:中国与东盟在安全领域的关系展望
     这一章主要讨论中国与东盟的安全合作问题。后冷战时代的安全问题的解决需要多边合作的方式。中国是地区的主要大国之一,其交往政策使得很多争端以合作的方式解决了。同时中国也应该寻求通过与东盟对话的方式来和平解决南海的主权问题。
     另外,自从在2003年签署了友好条约之后,中国通过参加东盟地区论坛,改善了自身在东盟国家中的形象。中国与东盟国家签署了南海各方行为宣言,解决了非传统的安全威胁,通过2002年的经济与农业合作以及联合战略声明,中国也增强了自身在东盟国家中的互信。
     第五章:发现与分析
     这一章主要是通过定量和定性分析来研究这篇论文所收集到的数据,通过分析来解释中国的发展对于地区的和平是一个有利的因素。
     中国与东盟国家进行了共赢互利的贸易和安全领域的双边合作,这些举措提升了中国的地区影响力。中国也通过东盟解决了很多领土争议问题,所以说东盟修正了中国与其他国家的关系。中国有关东盟地区的外交政策很大程度上影响了东盟地区国家间动态关系的形成。
     结论
     本论文的结论是中国与东盟的关系的发展有助于地区的和平稳定。中国和东盟开展合作交流,有助于双方建立互利共赢的贸易关系,中国与东盟自贸区的建立就证明了这一点。另外中国也解决了很多与东盟国家的领土争议问题,这为和平解决南沙群岛问题提供了借鉴意义。
     如今,东盟不再视中国为一个潜在的地区威胁,而且东盟国家通过与地区大国建立良好的关系来维护地区的稳定与安全,以和平的方式来解决影响地区安全的潜在问题。
This paper argues that the rise of China is promoting peace in the region. The economic reforms of 1978 have greatly contributed to the rise of China. The new policy adopted with the reforms has enabled China to engage other countries in the regions.
     In the post cold war period, China was seen by the other countries in the region as a big threat to the region. However, its image has greatly improved after its started engaging multilateral and regional organization, such as ASEAN. Its posture during the Asian financial crisis of 1997 also contributed to the improvement of its relations with other countries in the region
     Under ASEAN framework, China has been able to promote multilateral trade and security co-operation. The relations between China and ASEAN are based on mutual gain in trade and peaceful settlement of disputes. Therefore, in order to understand the nature of China ASEAN relations, this paper concentrates on China’s economic policies towards its East Asian counterparts. It also looked at the rise of China and sees how it has shaped its relations in East Asia. On the other hand the paper investigated the way other neighboring countries have reacted to the rise of China.
