摘要

2018年是农房抵押贷款试点的评估总结年。从试点情况看,推行农房抵押贷款的关键是要在确权颁证、抵押登记、司法处置、市场流转等方面做好配套政策建设。温州在这些方面形成了一些典型经验,但在复制推广过程中,需要解决好农村宅基地产权制度问题、失房农户的兜底问题和司法支持及违章农房的问题。如果在解决以上三个问题上取得突破,并获得顶层设计的支持,农房抵押贷款值得推广。
        It's the evaluation of the housing mortgage loan trial by 2018. From the current situation,the key to promote housing mortgage loan is to do a good job in the confirmation of authority, mortgage registration, judicial disposal, market circulation and other aspects of supporting policy construction.Wenzhou has formed some typical experience in these aspects, but in the process of reproduction and promotion, it also needs to solve the problems of rural homestead property rights system, the problems of families who lose their houses, the problems of judicial support and illegal rural houses.If we get a breakthrough in solving these three problems, and we get the support from the top design, the housing mortgage loan is worth spreading.
