摘要
随着多规合一的推进,国土空间规划成为统筹城乡空间发展、土地利用、生态和水资源保护的系统性平台。城市建设与地质环境相互制约、相互影响,有着密切的关系。本研究归纳总结了国内外地质环境条件在国土空间规划工作中应用的理论研究、应用实践和法制建设。通过对比分析,认为我国地质环境科学和国土空间规划的学科交叉研究不够深入,现有的应用以面向问题的点状或线状工程地质应用为主,缺乏面向未来、服务规划的区域性应用;相关法律法规多为原则性条款,缺乏实施性的技术规范。提出多规合一背景下,应当加强为规划服务的地质工作的前瞻性,建立地质灾害风险管控的长效机制,明确规划技术规范中地质环境条件的应用,促进地质环境条件在国土空间规划中从原则性指导成为操作层面的应用。
        With the advancement of multiple plans integration, land spatial planning has become a systematic platform to coordinate urban and rural space development, land use ecology, water resources protection, etc. Urban construction and the geological environment have a close relationship and interact with each other. Through literature review, this study summarized geological research related to territorial and spatial planning, the application of geology in territorial and spatial planning, and the development of related legal systems in China and foreign countries. Through comparative analysis, the study found that the application of the geological carrying capacity in China is insufficient. The existing application is mainly focused on point-oriented or linear engineering geological applications, and lacks regional application for the future. Relevant laws and regulations are merely principles. Implementation of technical specifications is inadequate. In the context of multiple plans integration, the forward-looking nature of geological work for planning services should be strengthened, a long-term mechanism for geological disaster risk management and control should be established, and the application of geological carrying capacity in planning technical specifications should be clarified. The study provides principle guidance to operational level application in land spatial planning.
