区域生态文明建设水平测评及其驱动因素研究

摘要
从经济生态化、空间绿色化、生态资本化、资源集约化、环境健康化和民生福祉化6个维度出发,构建生态文明评价指标体系,运用拉格朗日函数优化综合权重法对2013—2017年中国四大区域26个省(区)生态文明建设水平进行综合测度,并利用系统动态方程实证分析其驱动因素,结果显示:(1)中国经济生态化、生态资本化和资源集约化水平总体较低。(2)生态文明指数相对领先的省份主要集中于东部地区,广东一直处于领先位置;生态文明指数相对滞后的地区基本位于西北地区,宁夏一直处于倒数第一位置。(3)生态文明建设驱动因素存在明显的区域差异,创新能力不足是东北地区和西部地区生态文明建设的主要制约因素,政府管理和开放发展分别是东北地区和西部地区的核心驱动因素,城镇化是东部地区和中部地区的首要驱动因素。基于补短板的考量,应提升东北地区和西北地区的绿色创新能力,加快东部地区生态资源网络化、产业化步伐,强化中部地区环境治理,实现区域生态文明建设水平协同提高。
        By constructing evaluation index system of ecological civilization from six dimensions of economic ecology, space greening,ecological capitalization, resource intensification,environmental health and well-being of people's livelihood, the paper uses the comprehensive weighting method of Lagrange function optimization to measure the level of ecological civilization construction of 26 provinces in four major regions of China from 2013 to 2017, and uses the system dynamic equation to empirically analyze its driving factors. The results show that:(1)China's level of economic ecology, ecological capitalization and resource intensification is generally low.(2)The provinces with relatively leading ecological civilization index are mainly concentrated in the eastern region, and Guangdong has been in the leading position; the areas with relatively lagging ecological civilization index are basically located in the Northwest region, and Ningxia has been in the penultimate position.(3)There are obvious regional differences in driving factors for the construction of ecological civilization. The lack of innovation ability is the main restrictive factor for the construction of ecological civilization in Northeast and West China. Government management and open development are the core driving factors for the construction of ecological civilization in Northeast and West China respectively. Urbanization is the primary driving factor for the construction of ecological civilization in East and Central China. Consideration based on the compensation board, the government should enhance the green innovation ability of Northeast and Northwest China, accelerate the pace of networking and industrialization of ecological resources in the eastern region, strengthen environmental governance in the central region, and realize the cooperative improvement of regional ecological civilization construction level.
