摘要
文中运用数据包络分析法对2015年中国158个城市污水治理效率进行测算,发现中国城市污水治理效率差异较大,总体水平较低,呈现出超大城市和西部城市的污水治理效率较高,特大城市和中部城市的污水治理效率较低的分布特征。通过效率比较,发现城市污水治理效率略高于污水处理产业的除污效率,城市污水处理产业的除污效率低于产出效率。不同城市采用不同的治理模式导致了不同的治理效率,而城市对非市场化方式的重视和积极采用将会有助于提升城市污水治理的效率。
In this paper the Data Envelopment Analysis was used to measure the efficiency of urban wastewater governance in 158 Chinese cities in 2015. The results of the study show that the efficiency of urban wastewater governance among cities were different,the average efficiency was very low,the average efficiency of megacity behemoths and western cities were the highest,and the average efficiency of megacities and central cities were the lowest. Comparing the efficiency,we found that the efficiency of wastewater governance was higher than the purification efficiency of wastewater treatment industry,and the purification efficiency of wastewater treatment industry was lower than the output efficiency. The reason showed that different cities took different governance pattern,which led to the different governance efficiency. Paying more attention to and actively adopting non-market methods are helpful to improve the efficiency of urban wastewater governance
