摘要
党的十八大报告将生态文明建设提升至前所未有的战略高度,对城市水环境综合治理提出了明确要求。针对中国当前严峻的水环境形势,应从企业视角以系统化解决路径、创新型科技研发为抓手,形成不断迭代升级的"研、投、技、建、运、融"六位一体全生命周期项目管控体系,在保障环境治理效果的同时,进一步挖掘基于城市发展需求的水环境价值,以生态合作构建产业集群,以期推动水环境治理行业的健康可持续发展。
        The report of the Eighteenth National Congress of the Communist Party of China raised the construction of ecological civilization to an unprecedented strategic height, and put forward clear requirements for the comprehensive management of urban water environment. In view of the current severe water environment situation in China, we should take the systematic solution path and innovative scientific and technological research and development as the starting point from the perspective of enterprises, and form a six-in-one life cycle project management and control system of "research, investment, technology, construction, operation and integration" which is constantly updated iteratively. While ensuring the effect of environmental governance, we should further tap the water environmental value based on the needs of urban development and integrate ecology. Industrial clusters should be constructed with ecological cooperation, in order to promote the healthy and sustainable development of water environment management industry.
