河长制责任机制特点、困境及完善策略

摘要
河长制构建了省、市、县、乡党政主要领导在内的四级河长责任体系,通过这一责任体系,将文本规定的工作责任压力演化为党政权威施加的政治责任压力,实质上是责任制。推行河长制,呈现出责任主体从模糊到清晰、责任体系从分散到整体、责任内容从笼统到精细、责任落实从文本到实践、责任追究从形式到实质等特点。然而实践中河长制仍存在责任主体界定不全面、责任内容定位不清晰、权责关系匹配不对等、责任考核实施不科学等不足。要全面、客观、科学地审慎河长制的责任特点和不足,进一步树立责任意识,确立多元化的责任主体、构建整体性的责任体系、明确法制化的责任依据、制定科学化的责任考核,真正做到将责任贯穿河长工作的始终。
River chief system has built a four-level river chief responsibility system from the provincial,municipal, county, and township party and government leaders. Through the responsibility system, the pressure of work responsibility stipulated in the text transforms into the pressure of political responsibility imposed by the party and government authority, which is essentially a responsibility system. The responsibility of river chief system has the characteristics that the responsibility subject is from vagueness to clarity, the responsibility system is from scattered to whole, the responsibility content is from general to fine, the responsibility implementation is from text to practice, and the responsibility investigation is from form to substance. However, there are still some defects in river chief system,such as incomplete definition of responsibility, unclear positioning of responsibility content, unequal matching of power and responsibility, and unscientific implementation of responsibility assessment. Therefore, we must comprehensively,objectively and scientifically examine the characteristics and deficiencies of river chief system, and we should further establish the sense of responsibility, establish a pluralistic responsibility subject, build a holistic responsibility system,clarify the responsibility basis of legalization, and formulate a scientific responsibility assessment, and really carry out the responsibility throughout the work of river chief.
