摘要
为适应新时代下"放管服"行政管理改革和激发社会组织活力的双重要求,我国社会组织管理体系面临着从偏前端审批向注重事中事后全面监管的改革与转型。通过对江苏Z市的实践分析,发现当前推进社会组织事中事后监管改革中存在着分类监管欠缺、多部门监管标准欠统一、监管方式失衡和社会化监管不足等困境问题,据此提出相应的化解对策。
In order to meet the dual requirements of the administrative management reform and the stimulating social organization vitality under the new era, China's social organization management system is faced with reform and transformation from partial front-end approval to full-time supervision. Through the practice analysis of Z City in Jiangsu Province, it is found that there are dilemmas in the post-event supervision reform in the promotion of social organization, such as lack of classified supervision, uncoordinated multi-sectoral supervision standards,unbalanced supervision methods and insufficient social supervision. Based on this, the corresponding countermeasures are proposed.
